The Federation's main shipyard. It's a planet entirely comprised of water, save for it's hyper-dense core. It would be a gas giant if it's core was less dense. The federation uses this planet as a shipyard to create it's naval units. Deeper in the planet's depths the federation's top secret ships are built.
