The basics
(props to blade kuroda and cherry_chain for helping out with the dice rolling and the attack/accuracy range.)

User ImageEach pokemon's Amount of HP will depend on it's evolution level, and how many times it evolved. The stats are as follows;

3 stage evolutions: 200HP in first stage, 300HP in second stage, 500HP in third stage
2 stage evolutions: 250hp in first stage, 500HP in second stage.
no evolution: 500HP
User ImageThe amount of damage your attack does will be based on it's base attack strength from the pokemon games. For example, if you are using razor leaf it's base attack strength is 55, so your attack will do 55 damage.
User ImageEvery time you attack, you will need to roll a 100 sided dice. You will then compare your roll to the accuracy level of this attack. If it is lower then the accuracy number then the attack will make contact.

User Imagea pokemon can learn as many moves as they want, but they can only use a maximum of 5 moves in one battle

Pokémon will know attacks based on what evolution level they are and how they evolve.

3 Stage evolutions
- Will know attacks ranging from level 1 - 15 in first stage
- Will know attacks ranging from level 16 - 30 in second stage
- Will know attacks ranging from level 30+ in second stage

2 Stage evolutions
- Will know attacks ranging from level 1 - 20 in first stage
- Will know attacks ranging from level 20+ in second stage

One stage
- Will know attacks from any level.

Once a pokemon has evolved, it will know all pre-evolution moves, up untill it's "current level". For example if a squirtle has evolved into wartortle, it will know all attacks a squirtle or wartortle will know, up to level 30.

Special moves

- Stat increase Moves that increase the opponents physical or special attack/defence will incease the by 10, regardless of move. If the move is designed to work only for certain attacks "eg, sunny day boosts fire type moves", then the same will apply here.

- Stat decrease Moves have the same rules above, except they decrease said stat by 10.

- Multiple hit Moves such as doubleslap will need to roll dice/generate a number according to the number of times the attack can hit. the number you get is the number of times the attack will hit.

- Healing Moves will recover 50% of the users hp

- Recoil Moves, such as Double Edge or Take down will do 40 damage to the user of that move

HP sucking moves have a few instances.
Leach seed will take 20hp from the pokemon every turn for 5 turns. The pokemon who used the attack will gain 10HP every turn for 5 turns.
moves like absorb will deal 40 damage, and regain 20hp
Mega drain will deal 60 Damage and heal 30hp
Giga dragin will deal 90 Damage and Heal 50hp

Status conditions
Poison: if poisoned, you take 15 damage every turn for 5 turns
Paralysed: generate a number between 1 and 3. If you land on 1 your move fails. This lasts for 5 turns.
Sleep: generate a number between 1 and 3. If you land on 1 you wake up. This lasts for 5 turns.
Burn: if burned, you take 15 damage every turn for 5 turns.
Confused: generate a number between 1 and 3. If you land on 1 your move fails and you take 20 damage . This lasts for 5 turns.

Critical hits
When you are rolling the die, if your roll lands on any number from 1-10, your will dealing a critical hit which will increase the attack power by x1.5. (use a calculator to calculate the damage)

Super effective
If the pokemon you use has a advantage over the other (eg water against fire, eletric against water), then each attack of that type gains x1.5.

FAQ

Do pokemon special abilities work here too?
yes, pokemon abilities work just fine. Just make sure that your opponent knows about them.

Can you double up on the critical and super effective hits?
yup.

Hey, What bout cringing? why isn't that mentioned?
I don't see how to factor that into a battle, so for now it will be left out.

Hold on a sec, I know for a fact that chancey/waillord/pichu has more then 200hp, what gives?
This system is in place to allow for a quick, fun, and fair rp battle. I don't want to make it anymore complicated then this so I made all the pokemon's hp the same. If every pokemon had different hp levels then we would be here all day figuring it out.

do I HAVE to use this system everytime I battle?
Actually, if you're just having a rp session with someone else and it's not a gym battle, then by all means you can rp normaly. Just make sure you mention it in the rp starting post and everyone is alright with this setting.

I want to make my pokemon stronger! how do I end up doing that?
If you want your pokemon to become stronger, then enter gym battles and win badges! each badge gives a boost to the pokemons stats, just like in the game :3 You'are also able to purchase items at the poke'mart that can boost your stats.
