Well...not sure bout the others, but for Cali it has been this way for far too long. Evidently it was put in place because they claimed the ferrets that people threw out would over populate the state and hurt their natural inhabitants. Well...anyone that knows ferrets knows that is pure bullshit.
Any ferret you buy in a pet shop is fixed....for starters.
The only way to get a unfixed ferret is to go with a private breeder, which honestly if you are paying a min of $200 for a ferret through a breeder, you are not going to just throw them out.
And another thing...any ferret throw out to fend for itself will be dead in really no time at all, especially in the oven that California is. Ferrets do best in cooler weathers, the heat will kill them. Ferrets just cannot survive in the wild anymore, they have been domesticated for far too long.
I want to say though....you can have them in these places, just do not let others know that you have them. ^__^
