I'm starting to make the under garments for my civil war dress. But I don't know what kind of boning to get for my hoopskirt. Do you have any suggestions? I'm also on a somewhat tight budget.

Try this

This page actually has some good information on it , and you might have to make yours with plastic boning instead of steel. Steel is way more costly. This is a great pattern to get , and it dose have its own instructions with it. Good luck.
I am currently making a hoop skirt off this and am very happy with the result so far.

Another thing to consider is trying to get some scrap metal for boning. For example, if you go to a local hardware store (Home Depot, or similar) you can try and get some of the metal strapping they use to hold the planks of wood together. You may be able to get it for free, because it just goes in the garbage anyway.

This kind of thing does work, I have hoopskirt myself with metal strapping in it.

More cheap boning alternative suggestions:

Thank you, that really helps. I'll have to try Home Depot.
