I got an idea for a plot, after alot of thinking. So here's the idea:
Kisurage is well aware of the Assassins' doing; so is everyone else in the city. Kisurage knows he's their head target and he wants them dead. He knows that he can't do it alone, and his mob isn't the right kind of material to kill an assassin. What will he do? After his planning, he came up with a great idea: Project Yakatori. This idea of his is to train men in his dojo--and other places--to think like an assassin. He'll teach them proper blade skills, dead on accuracy--if you shoot like a human then you'll miss like a human*--, gymnastics, and everything else that most assassins' know to become an assassin. He'll train them better than an ordinary assassin, so that they are like the alpha-assassin. His plan is to create a more perfect assassin only to assassinate the assassins that are hunting Kisurage. He will never stop until every assassin is dead. He will stage dilemmas that will lure the assassins into hunting someone--he will use that "someone" as a guinea pig, or bait, for his Alpha-Assassins to plan there attack. Thus, he'll feel alot safer, with this plan to exterminate all that stand in his way of total dictatorship.
*If you shoot like a human then you'll miss like a human - A distorted quote from Alucard from the anime/manga series "Hellsing".
So, i hope everyone likes the idea as much as i do. I know it's a bit like the plot of "Mirror's Edge" but i didn't plan it like that; just turned out to be like that. So in easier terms: He's creating assassins that are stronger than us, used to hunt us and beat us in our own game. To use our missions as traps to be attacked by his assassins.
