Quiet people can be really scary. Like protesters for example. If you saw a whole crowd of protesters complete with signs, graphic pictures, and costumes, but instead of shouting slogans, they just quietly stood there and stared at you, you'd be pretty freaked out.
I like Kagura, if only because I find it hilarious that the dubbers chose to have her say "Yo," whenever she drops in. xD
