This is like my second or third tutorial, I am using gimp 2.4.5 but it should be usable for 2.2.x as well.
This is also making a banner with defaults, so you don't have to download and install anything, just use defaults.
Any downloads are option, so let's begin!
1.)Open gimp and create a new document (CTRL+N) and make it 200x40.

2.) (optional but suggested) Pick a colour of your choice. Me, I am going to choose orange.

3.) Now lets add a little something to the background, shall we?
Go to Filters>Artistic>Gimpressionist

Now click Gimpressionist, when you are there, find something you like and apply it to your bg.
I am going to use "Furry".

I now have something like this (which you should have something similar, even if its not furry that you selected. After all, you ARE free to choose what ever you want.)

4.)Now create a new layer and call it "Box".

Now make sure that you still have your new "box" layer selected.
The go to Select>Select all. After that Go back to select, and shrink it by 5px.
5.)Now fill in that box with a color, I am going to use red.

6.)After that all you need to do now is add some text to it. I'm gonna use a default one, so you can too! (if ya want!)

Tips and tricks:
-Try playing around with layer opacity
-Try using custom brushes if you want
-Try adding some texting effects if you want
-Play around and have fun with it
-Sell some banners for some extra little GG. razz
-Save this tutorial VIA browser "Save page as". You never know when you'll need a tut, and what bad things could happen.
