Noobs, as a general rule, do not try to learn from their mistakes and excell at being crass and ignorant. They insult those who attemt to advise them of internet etiquette blunders. Noobs do not want to change how they behave. Noobs believe that anyone who wants to be polite and curtious to other users are beneath them.
Newbs, or newbies, are new users who are just feeling their way around the internet etiquette and want to fit into the socially acceptable circle of internet users. They make blunders from time to time, but do not get upset when such blunders are called to their attention. They are willing to adapt to the societal norms of the internet culture so as to become an acceptable member. Generally speaking, newbies can turn out to be rather cool once you get to know them.

Generally, Noobs are pretty easy to spot. They beg for gold when told not to, they advertise when told not to, and get pissy and bitchy when they get told off.
Basically, as long as you don't act like a d**k you'll be fine. whee

As I said, Generally they stick to the chatterbox because of the type of forum it is (spam), but I've seen a fair few intelligent people in there.
