Of coarse you'd have to dye your hair, but you wouldn't have to wear a wig.
There was an Anime character that had hair exactly like that... I'm too tired to remember who, tho...

I'm old school so I'll say what that hair reminds me of:
Sailor Saturn.
Or maybe Amelia from Slayers (but that would need some blue hair dye to work.) Or Sakura (the card captor.)
