The Glass Dome is used for sparring, training, and or fighting by residents or visitors of the Capitol. The dome is made out of hard glass and is impossible to break unless a very heavy item or something crashes into it. Mostly an airship would destroy it. Powers are mostly, or highly, useless against this kind of glass.
