hair color/texture/style
Hugh's natural hair color is blond, but he magics it an odd, light-sucking black. It's soft, fine and straight and reaches just past his shoulders. Hugh normally wears it pulled back at the nape of his neck.
eye color/shape
His eyes are completely black and slightly larger than a normal human's. Hugh's natural eye color was once blue, but unlike his hair, the change to his eyes is permanent. Nowadays, when he's trying to blend in with humans, he wears sunglasses.
skin color/texture/markings
Very pale, smooth skin with no blemishes or markings.
height
6'3" (1.905m)
build
Gangly and thin.
clothing preference
Hugh prefers clothing that is streamlined but not tight. He likes darker outfits, but won't turn down a splash of color if there's a reason to wear it or he's in a mood to.
miscellaneous visual features
These lads have crazy beaky noses.
powers
Thoroughly average powers of mental suggestion and mind reading. The mind reading is strongest when used on Mo, for necessity's sake. Hugh can also turn into a raven for kicks, or maybe even spying or something useful like that. He's very intelligent, but so are a lot of people these days.
weaknesses
Can't swim, to the point where he would drown if placed in water deeper than he is tall. Hugh is very weak magically (for a Council member), a fact he tries to hide by remaining close to Mo to remind people of his usefulness.
personality
Hugh is outwardly guarded and aloof, but pleasant enough one-on-one. He is well aware that he is the least powerful member of the High Council and that without his role as Mo's translator and caretaker, he would be just another Ranger. He doesn't like mingling with humans normally, but he will sleep with one or two if he's bored. Having sex with humans is apparently slightly more fun than watching paint dry.
relationship with other council members
I imagine other Council members would be anxious to lure these two to their sides and keep them there, but what do I know. H&M would certainly be in a position at that point to learn secrets about whoever was snuggling up to them that they could then share with the next person to do the snuggling. These boys aren't dumb, they're just dangerously eager to please. Like puppies. Well-groomed puppies that can turn into birds. Yes. ararar
lackeys
In all likelihood, Hugh and Mo would be the lackeys. They are excellent spies and 96% of the time they are itching to share what they know with the rest of the Council.

Mo's natural hair color is blond, but he magics it an odd, light-sucking black to match his brother's. It's soft, fine and straight and reaches just past his shoulders. Mo doesn't really consciously style his hair. If it's bothering him, he pulls it back; if he doesn't notice it, it stays down.
eye color/shape
His eyes are completely black and slightly larger than a normal human's. Mo didn't care to permanently change his eye color so when he's not in a situation that warrants CONSTANT VIGILANCE regarding his appearance, both his eyes and hair tend to fade back to blue and blond or flicker nauseatingly between colors.

I imagine the reason why Hugh's eyes are permanently bird-y and why his hair modifications appear steady while Mo's flicker is that Mo is controlling both. Hugh's eyes were an experiment gone awry that Mo is afraid to try to rectify, so now he wastes a portion of his concentration maintaining temporary body modifications for someone other than himself to keep up appearances. Admittedly I didn't think this out that much or even know if it's possible, so wheeeeee

powers
Photographic memory. The ability to sharpen or dull the memories of those around him while he's nearby. The ability to erase portions of memory, Men-In-Black-style. Like his brother, Mo can also turn into a raven at will.
weaknesses
Mo cannot swim and is prone to hysteria around water any deeper than his knees. There's also the whole "can't tell the truth" thing (see personality) which makes him appear slightly crazy, depending on the circumstances.
personality
Mo is a mess. First of all, he lacks the ability to speak the truth, which seems pretty rebellious and badass at first until one realizes that his childhood probably consisted of a lot of
"do you have to go to the bathroom?"
"...no"

moments and other fun scenarios. Do Time Rangers have childhoods? I don't know. I'll leave the possibility open that Mo stutters when he speaks or shows other signs of distress over the fact that he can't tell the truth, but frankly, I'd imagine he's fairly used to it by now.
When his brother is around, Mo is nearly always silent, allowing Hugh to take charge of situations and share Mo's thoughts with others, without the hindrance of his constant lies.
Between the two of them, Hugh and Mo miss nothing they are paying attention to. I really can't stress this enough. They are very observant and excellent at translating body language, facial expressions and voice modulation into usable information, which is the main reason why neither of them like humans much. Humans are terrible liars, and it's more than a little annoying to be around when it's so obvious.
Anyway, Mo's nice enough, but tends to get antsy when Hugh's not around, even with people who know about his condition. His intelligence is average, and sometimes Hugh will piece together bits of information out of Mo's mind and come up with resulting possibilities that Mo himself didn't see.
