technically you could make it in paint; but it will be shitty nomatter how good you are at paint; I believe there are several sites that will generate a banner for you, but again they're pretty shitty; If you really can't download anything, like maybe you're on a school computer, the next best thing would be to hire someone to make it for you, often these artists will be nigh better than paint or a generator but if you do your research right you should find a good artist.
Another solution is to use any one of the number of portable 'zero footprint' programs such as this
