you are always in the clan in game. In the game, clan members will show up on your map as colored dots. I think you can put your cursor on the dot and it gives you the name and you can invite them into your crew. they might not be on the same "district" as you, but they are on the same server. once they are in your crew they will be on the same district. It's a shame they don't allow you to choose which district you're on so maybe you could be on a low pop district... they just auto throw you in one...
