Who/What uses hex or octal? I haven't heard of this.
Computers use hex as an output code for errors, and a location code for colors. Color black is #000000. That's hex. White is #FFFFFF. Two hex digits per color, RGB. Four digits of binary (bits) translates directly into one digit of hex.

Octal was used by some high-end computers in the 70's. Three bits to one octal digit. It's pretty dead now.
