This is the Mizu Kage's Mansion, him and another he allows live here, and in a time of war it acts as the headquarter or main operations hut, the mansion is large and mostly underground, a large shield jutsu is over the Mansion, when sentries are placed(7 of them) then the shield is active and nothing can break through it(as far as we know).
