All of the monsters you encounter in Silent Hill 4 have eyes because they are victims that were twisted into the vision of monsters by Walter's mind. They are not in their entire-self pure monsters created straight from the forces of creation and imagination, like the Nurses from other games. The nurses and such are monsters based on concepts of things that USE to be, but the monsters in silent hill 4 are monsters from specific people.
Ive only played 2 and 4, and i dont recall monsters in 2 having eyes..... unless you count when you fight Mary at the end xp , cuz she has eyes.

In SHthree they really don't have eyes, except the Nurses, the dogs don't really have Eyes. Alot of the monsters in SHTwo, most monster don't even have a face! lol, Except Eddie and Mary lolz. In SHOne they do though.

Erm don't the nurse monsters in SH4 & the puppet nurses from SH1 have eyes also. 6^^
The Groaner (the dogs that are in the housing district & the business district from SH1) has eyes, I'm pretty sure of that.
The Missionary & Leonard from SH3 both have eye holes (mmm, pretty) and the Memory of Alessa definitely has eyes.

I think we can agree that monsters in silent hill DO have eyes, it just isnt a very common thing..... i mean something without eyes looks a lot creepier and more messed up than something with eyes.

Alot of the mosters are missing certian elements to the face for reasons of humainty. Eyes are one of many was we can distguish people, and they're missing from many monsters because it removes all that's left of the assumption of humanity. Instead, they become symbols of the human mind and perversions of the soul. Creatures with eyes are usually intended to have such. Such as the Memories of Alessa, it would be redundant to remove her eyes, because she IS identifyable and her purpose is to be recognized. All other mosters with eyes are usually those that looking into said eyes would bring about fear. Like that of a feral dog.

I think there ARE other monsters with eyes, but its very uncommon. To me the creepiest monsters are the ones that physically look brutally mutilated and then later on you read a story about WHY they are like that.
