Bent over his desk in the makeshift office that he had hurriedly set up on the edge of the large area set aside for training recruits, Wraith lazily flipped the cover of Shane's file left and right. It was a very good thing that some of the recruits were actually getting some experience. They were going to need it. However, Wraith wanted to make absolutely sure that they would be able to handle anything-- there was a world of difference between being a new recruit and one with a rank.

Shane seemed competent. But he'd have to wait and see before he truly believed it himself, Wraith thought, as he waited for the man to arrive.

Curious as to exactly why they were to meet in the training facility for this test of Wraith's as opposed to the leader's office, Shane trekked steadily towards the designated meeting place. He was a little surprised Wraith had agreed to meet with him in regards to advancement in Lotus, and was actually more than just a little surprised that it was even a possibility. Shane felt that he hadn't quite done enough, hadn't helped enough, and certainly hadn't worked enough, but at the same time - he felt like he'd been at Lotus long enough he ought to have the right to move on, move up the chain of command. It was the discovery that Lokiari was staff at Lotus, above the recruits, that had caused him to desire the further advancement.

This competitiveness had lead Shane to the training facility. Catching sight of the makeshift office that had been set up, Shane caught sight of Wraith, the man who would soon decide his fate. Taking a deep breath, Shane approached the man, quipping a pleasant, "Fancy meetin' you here," before coming to a stand directly in front of the desk. Even as he stood there, Shane found himself pleased he hadn't told Moira about this opportunity, he'd feel bad if he failed and had gotten her hopes up. But at the same time, as his nerves quivered, he desperately wished he had told her, so there'd be another person prayin' for his success.

Wraith looked up as Shane's greeting reached his ears.

He didn't know if he was in the mood for jokes, even small ones. "Yes... indeed." Clearing his throat and setting down the thin file, Wraith glanced over at the man. His previous missions ran through Wraith's mind... with Shee, he had gone to Peru and retrieved Maita's letter. He'd done well in that one. Check. He'd accompanied Wraith and others to Puerto Rico where they'd had a run-in with some rather nasty pirates... that one hadn't gone so well, but that was clearly the fault, not of the Irishman, but of someone else. Someone who owned a rabbit.

Standing up, Wraith decided they'd better start. He didn't want this to last too long.

"Firstly-- I am going to give you a situation. After I have explained this situation, I would like you to explain to me what your thoughts on the situation are and how you would proceed. Brevity is appreciated and feel free to ask any questions you many have."

Wraith picked up the file again and retrieved a single sheet from inside it, placing it in front of Shane, and then sat back down. "You may sit if you'd like."



Diplomatic Case Study - Sino-Tibetan Tensions

The nation of China has claimed that Tibet should remain part of China, citing evidence that it has been a part of China for a very long time, and China has numerous other contented minorities within its borders. China also states that they have bettered the quality of life for Tibetans versus the situation before China had occupied the region. However, Tibet does have a markedly different culture than China and was once a sovereign nation. Tibetan autonomists argue that China has repressed people, forcefully, in Tibet, and also cite the fact that the Dalai Lama, Tibet's spiritual leader, was forced out of the area by China and now lives in exile in India.



"Let's say that you're a much higher ranking member of LOTUS than you are now. Let's also say that a sizeable force of Tibetans-in-exile have decided that they will attack Chinese officials and Chinese citizens in China and Tibet. China's government responds by evoking a state of emergency in Tibet, allowing a greater military presence in the area and allowing arrests to happen much more easily. Now, say that Janus decides he would like to take advantage of this opportunity, and chooses to support China, which will garner him good will from the nation, and many more devotees. As a high ranking member, you have considerable political influence, as well as the full support of LOTUS behind you. How would you prevent Janus from creating significant gains in the situation?"

All right, so maybe directly before a test to see if he could move up in the ranks wasn't the best time to taking a joking, teasing persona. But still, he was Shane, and he couldn't quite resist temptation in just about anything. With a small shrug as Wrait cleared his throat and stared at him for a moment, Shane found himself vaguely wondering just what he'd gotten himself into. Not quite sure what he was supposed to be doing, he fidgeted just slightly, shifting from foot to foot, under the man's gaze until finally Wraith stood up and began to speak.

Turning his focus on the man, and not the sudden nerves that cropped over the thought of the test, he nodded slowly as he listened. Taking a seat as Wraith had done, he lifted the paper up and read over it once, then again to make sure he'd gotten all the details. A small frown touched his lips as he mulled over the paper, and as he listened to the situation Wraith presented. That certainly was a difficult problem to be involved in, and one Shane knew would require deft political maneuvering - not to mention a swift tongue and even greater charisma.

Slowly, Shane came up with a small idea as to what to do, and began to slowly explain what his thoughts were, warning Wraith, "Now, I'm speaking as I think, lad, so bear with me for a bit, if ye might."

First things first, you'd have to attain trust of both nations. But if they were...in disagreement with one another, you'd have to be careful. It'd be almost like a constant dance to stay one step ahead of both parties. "First, you'd want to gain the trust of both parties - China and Tibet. To do that, you might offer them something they want, but certainly not use a nation as your trading card. If Janus supports China, we would have to convince China that we were the better support." With a pause, Shane mulled over what he was saying, and what he really meant to say, "I think, the best thing to do would be to discuss with China and Tibet, both, what exactly they wanted from this disagreement, perhaps see if a temporary cease-fire or peace treaty could be arranged between them. If they both desire resolution to the conflict, and we could offer them that, then they'd be more likely to not follow Janus, for he'd not given them what they desired, just support."

Another pause, as Shane glanced back down at the paper, "Perhaps a treaty that could allow Tibet to be separate from China, but still under its general rule - but all Tibetans who had been exiled, could return to their homeland? It would certainly be tricky and would be liable to break down eventually, but as a possible short term fix...if the treaty or cease fire were worded properly, you might be capable of getting both parties to sign. Just as long as they think they're getting more than they really are."

Returning the paper to its place, Shane took a deep breath and sat back in his chair, fairly certain he'd rambled a bit more than he ought to have, and not even entirely certain he'd made any amount of sense. His bright eyes gazed at Wraith, hoping he'd answered correctly and not just completely screwed up his test.

As Shane spoke, Wraith's eyes were fixed on the papers in the file in front of him. He did not look up at Shane, instead touching a pen to paper as he wrote busily while Shane was speaking.

Gaining trust... that was good, Wraith thought. Offering a more concrete solution as to how exactly to do that was also good. He listened as Shane continued on about his idea for cease-fires and treaties. He nodded slightly without looking up as he noted that Shane was taking into account both the problem of Janus and of tensions between the two nations, and proposing an elegant solution to try to ameliorate both. Shane had also indicated that he had realized that his proposed solutions were just that-- proposed solutions, and could possibly not work, in the long-term or even the short-term.

All-in-all, Wraith was satisfied with the answer. He looked up.

"Good."

Wraith reached over and slid the paper he had given to Shane to read back into the file, and resumed his writing stance, pen in hand.

"Now-- I have a few more questions. I warn you that they are of a personal nature; however, I feel that it is necessary for me to ask them of you. You do not have to answer right away; feel free to take some time to think." Wraith looked directly at Shane, not averting his gaze back to the file this time. "It should go without saying that I expect the truth."

"Why did you join LOTUS? What do you hope to gain by joining LOTUS?"

The constant scribbling of the pen was a minor distraction for Shane while he had been speaking, and it was with relief that he heard the scratching stop. A small sigh of relief managed to escape between his lips when Wraith finally looked up, though Shane was slightly disappointed he only received a one word answer, he flashed a toothy grin as if he had all the confidence in the world before giving a small nod as he saw the man before him return the paper to its proper place. As the pen returned to its previous position, Shane barely bit back a wince - more questions, more note taking?

As Wraith began again, Shane gave a small nod to indicate he was quite all right with the additional questions. Although, he couldn't help but wonder, just what sort of personal questions might be asked of him? Certainly nothing...to private, right? Almost unbidden, an image of Moira flitted to the forefront of his mind. Would something like that be asked of him? If it was, Shane felt fairly certain he'd be a doomed lad.

Giving another nod before the next question was asked, Shane nearly wanted to give another sigh of relief. This question was a fair bit easier than anything about his...personal relationships might be. Though, it would also require some deep thought.

Why had he come to Lotus?

It was a place to be that seemed to present a solution, much better than wandering around, or picking fights here and there. ...Or wandering from pub to pub after that time situation arose.

With a small shrug, Shane slowly responded, "What do any of us hope to gain from joining? A solution to the problem at hand, the opportunity to restore time to its proper order and with it, life to its proper order." A small frown touched his face as he thought further on the questions, "I joined because it was a place to call home and I wanted to be part of a solution, not a problem." Spreading his palms out wide, he gave another small shrug, "I'm afraid I haven't got a better answer than that."

And that was the truth. Usually a boisterous sort of fellow, a question that required such introspection left him with few words. Lotus had seemed like a good place to join up with, and so he had.

I hope the lad wasn't lookin' for a fairer answer, or a longer one...if so, a doomed lad am I!

Wraith abruptly stopped writing after the last word of Shane's answer came out of his mouth and closed the file with an air of finality. He stood up.

"There is one more thing that I'd like to test you on. Please follow me."

Wraith walked out from behind his desk and opening the door to the office, strode out without glancing once at Shane. He stopped in front of a large screen that acted to partition the large room they found themselves in and pulled on it without a word. It slid back to reveal a smooth, wooden floor and bare walls, slightly awash with the sunlight peeking through a few windows on the far wall.

"How would you rate your combat skills, Shane? I want to make sure we don't kill you."

Wraith found himself in a better mood than he'd been in all day. Shane was not a bad recruit, really.

Shane had to admit, it caught him slightly off guard when Wraith quit writing and so abruptly stood up. Doing his best not to show this, he followed suit and also stood up when Wraith indicated for him to follow. He stepped quickly in order to catch up to the man who clearly only had business on his mind, and it left Shane wondering just what this next test would be.

As he finally caught up, and Wraith asked him another question, he finally began to understand just what this final test might be. With a shrug of his broad shoulders he said, "I grew up in Ireland, around the pubs, so I've been in a fair amount of scraps and fist fights. No "proper" fighting training, if that's what you're lookin' for, I'm afraid." And Shane greatly hoped that Lotus wouldn't require specific training, either - he'd never had professional training in fighting, just learned street fighting as it was necessary. He could box and kick with the best of the boys back in Ireland - but Lotus wasn't Ireland. If he got into any situations that required a good fight, he had a feeling they'd not be the sort of thing he was used to - not a load of drunks in need of a whopping.

And so Shane just stood there, ready to be judged, slightly tensed as he wasn't really sure if Wraith intended on actually testing his fighting skills or trying to catch him unawares and added, "Don't worry, lad, death'll come when she comes - I'm not in a rush to meet her, but it'll happen when it happens." With that, he shrugged and stood there looking at Wraith, waiting for what would happen next.

At Shane's answer, Wraith shook his head. "If you can defend yourself and others who may be with you, then I don't care about 'proper' training." He paused, wondering just how he should go about this; Shee would probably be ideal, but that was not going to happen. Sebastien was next to useless without some sort of blade, and he didn't think Midori would work either. He supposed it would have to be him. "The missions that new recruits complete are very different from those that members in higher ranks would be given. I need to make sure that you are able to complete these missions before I send you on them."

He smiled slightly at Shane's comment. "Hopefully we can fend her off for a while longer. So, are you ready?" And with that, Wraith shrugged off the light scarf wrapped around his neck and threw it on the floor behind him.

Well, at least on the bright side the man before him didn't mind too much if he hadn't a lick of formal training. Once again; however, Shane had to hold back the wince that was just begging to come out as Wraith reminded him that the higher he progressed through the ranks, the harder the missions would become. And obviously, the closer they would come to solving the problem that had strew people from all different times all over the place. While the tall Irishman wasn't quite sure that was what he wanted anymore in regards to the present situation, not if he lost that special person, he gave a slight shrug as Wraith's scarf touched the floor and gave him a c**k-eyed grin, "Ready as I'll likely ever be, lad."

With that, the Irishman set his feet slightly apart and bent his knees lightly, not really knowing what to expect, but not wanting to be caught completely unexpected. The hands that had rested easily at his sides slowly raised upwards to about waist height, as if he wasn't sure if he should be ready to defend or exactly what was going on. Tilting his head ever so slightly, he raised a raven eyebrow at the man before him as if to say, 'Now what?'

Wraith's smile widened slightly before it flitted off his face and his expression took on a serious tone. Eyes slightly more alive, closed them for a moment, blinking, before he lightly touched down with one foot and quickly closed the distance between him and the Irishman, barely skimming the floor's surface like water. Face-to-face with the other man, less than an inch away, Wraith twisted and made to touch Shane's arm lightly, intending to gain the leverage needed to sweep around, leg extended, to bring the other man to his knees.

It wasn't so much Wraith's fleeting smile that alarmed Shane as it was the snake-like manner with which the man so quickly approached. The Irishman was much more accustomed to the customary boasting and swaggering of, well, the drunk man's bar fight or a decent street brawl...or even the bickering and punching of siblings. But this...this was a much more honed style. Without even really quite realizing it, Shane took a half step backwards before remembering he was being tested here.

Steeling himself, the tall man set his feet and just barely had time to raise his arms to a proper position before he felt the light touch of Wraith's hand on his arm. Alas, but the lad was quick! And Shane was nowhere near this man's match, that much he knew for sure. Something tickled in the back of his mind and he made to push the man's arm up and wide, a lame attempt at throwing him off balance if there ever was one, but it was all the brawler really had. His other arm tucked in at his side, just in case.

A small frown found its way to Shane's face, he was rather unprepared for this, now that he thought of it. Brawlers never did do well against people who did more than punch, kick, claw, and bite wildly to win...Yet, even that frown did not last long as the part of Shane that enjoyed a decent brawl found its way to his lips in its place. Maybe he couldn't win, but he could sure take a few solid swings before he went down!

A good, stiff drink after this, I think, will be the best medicine.

They were mismatched; Wraith couldn't help thinking it as he quickly took in the man's posture. He had never been one to rely on strength; for most of life he could never quite match up in raw power to the other boys he had grown up with. They were large masses of flesh, those boys. Not quite fat; fat denoted a slovenly image that would never enter your head again after you'd been thrown across the room by one of them. But robust, certainly. The Punjabi boys had been the worst; proud to a fault and fed on a steady diet of ghee and rewarded with those coveted North Indian sweets that were every boy's dream. The pride was not misplaced as they were without a doubt the strongest of them all. This was evident in the monthly Kabaddi tournaments Wraith remembered hazily had been held in Varanasi at the patronage of his father and the other officials.

He had developed for himself over the years a much different style; one that was not at all useful for Kabaddi (he'd given up on that years ago) but served him well.

Shane had just pushed his arm away, which prevented him from doing what he'd originally intended. Wraith shifted his weight to his heel to and attempted to tighten his grip on the man's arm instead of letting go to keep from falling. Making a mental note that, while perhaps not the most elegant method, the other man had responded accordingly, Wraith matched Shane's smile with one of his own.

Maybe he'd make sparring a requirement for new recruits. It would do him some good, if no one else.

As Wraith's hand merely tightened on his arm, Shane made a mental note to ask the man for a lesson later. Much later. After his pride wasn't bruised, for he was sure that by the end of the night, it would indeed be bruised. If he wasn't physically bruised heavily, as well, of course. Proud of himself for catching the shift of weight, Shane gave a small grin as he moved to thrust his weight forward, adjusting his own stance so that he could quickly pull backwards and hopefully yank his arm free.

It was a move he had picked up in a particularly nasty fight back in Ireland. By moving swiftly towards his opponent, he had discovered that more than often he could throw them off guard and then quickly pull away, giving himself distance to plan his next attack. Or prepare for the next lad to jump in. However, as the bright blue eyes looked into the eyes of the man locked onto him, he wondered if thrusting forward in such an attempt was truly the best way to deal with him. If he didn't adjust his weight just right and at the perfect moment Wraith could easily go along with his momentum, and throw him across the room.

While it was a risky move, it was still one Shane hoped would work. If he could somehow put some distance between them...he might be able to figure out some weakness in his leader's weakness to win this match. At the least, the Irishman could hope to leave with a draw. The swift, fluid way the man moved left little doubt in his mind that a draw would be the best he could do. But he would learn and he would do much better next time.

That he hadn't expected. As Shane moved towards him, rather than away as Wraith had predicted, he began to relax his locked joints, letting his elbows and knees go lax. The change of plan had been formed quickly, mechanically. Wraith found he wasn't thinking much anymore-- or perhaps he had just done this so many times that he was just thinking that he wasn't thinking. If Shane thought it was that easy to be rid of him, he would find out quickly that was not the case. Becoming more fluid, languid, Wraith thought that he could probably pull the Irishman closer towards him, using the force Shane had already put into lunging. Wraith would, of course, not stay where he was, but pull himself under the other man and throw Shane over top him.

His back was sinking to the floor, readying himself, when Wraith emitted a loud beep.

Tensing up again, Wraith's eyes flicked towards the pager that he knew was fastened to a belt around his hip under his coat. He realized too late this was a mistake. He didn't have enough time to force Shane over and off of him, and Wraith shut his eyes tightly and hoped Shane didn't weigh as much as he thought he did as he felt his back make contact loudly with the wooden floor and Shane's weight beginning to bear down on him.
