There are loads of things you can try.
Other than just his down below areas, grazing his neck, chest and hips with your nails and tongue can work if your guy likes that.
Dry sex can be fun and you can try it in many different ways that sitmulate either you, him or sometimes both.
For you, soft massages across your whole body, including your legs, bottom and breast can be AMAZING, ask him one day if he wouldn't mind and you can give him a treat back ^^

I'm concerned that you're 13 and fooling around, but that's because I know that when I was 13, I SO was not mentally or emotionally ready for that.

Dry humping-I'm guessing this is the same as Rin's "dry sex"? Basically sex, but with your clothes on. I would not suggest penetration without any lubrication--natural or otherwise--as this is painful and tends to burn a bit.

Dildos-I know neither of you are 18 and technically not able to guy these, but it would be something different.

Lubes-There's all sorts of different lubes you can try. I have some samples of a warming one and one that's supposed to make things tingly. I really want to try the tingly one.

Nibbling/biting-My ALL-TIME favorite foreplay. Something that's loads of fun is having him nibble on your hip bone where it sticks out in front. Also, when you two are eventually ready to have sex, make sure it's not illegal where you live. Some states consider it statutory rape if the older person is more than a certain number of years older than the other, or if one person is 18+ while the other person is under 18, and so on.
