Ok i'll explain this too * sigh *
The Dark assembly is a system in the Disagea game ( manga too ) that is pretty much like a concil with a twist that is.
Say for an example that Audra (Example ) has quit her job as a servant to josie who is an Overlord.
Audra has the title of unemployed Audra.
She goes to the Assembly to change her title to Overlord.
The catch?
well it can happen but she would have to conqure other netherworlds first or beat josie in front of everybody...yet for a title that flashy it takes a lot of money sweatdrop ....not to mention the concil won't look so fond of you knowing Audra was a servant in the first place.
Rules: GIve a demand and the concil will decide
-You have the choice of bribing them so you'll get your way
-If the concil has more nays then Yays then you have the resolve of persuading with force ( in Eve's case...killing them )
(( NOTE: the concil tends to be a total " B" when it comes to increasing your abilities so you may have to give up some stuff to get wat ya want ))
