Ok first I need real bad help on the Forlorn Watchman quest. I have done everything I can think of and I haven't been able to unlock the cuffs off the skeleton because the wraith of the captain won't appear in the lower level...NOTHING DOES. I have gone and even slept in there acouple of times to see if anything happens but nothing. Any ideas? Also, I am playing the PS3 version. Now about the shivering isles. This isn't an exact "in game" problem but... where could I find the disc to install the expansion? I have thought about the add-on content on the PSN but not sure for an inncident occurs and I am left ps3less for awhile. Any ideas where I could find it or if indeed the add-on content would be better?

You may have missed a couple of steps. Click and drag below for hints.

Talk to Gilgondorin about "mouth of the panther" (probably not the cause)

Look on various shelves in the cabin for reasons mentioned below(probably the cause).

You will need to find the logbook. If you already have, then that's all the help I can give you right now.

I have no idea of the glitches on the ps3, but it may be exactly that. If it is a glitch, you're pretty much stuck. It's happened to me before on a different quest. Also think about clearing your cache if that's possible on the PS3.
As far as the expansion goes, you can try any game store, such as Gamestop or EB Games (same thing lol). If all else fails, order online at gamestop.com
