 A region of Amestris located east of Central also called Ishval. During the Ishbal Rebellion the region suffered great losses at the hands of the State Military which killed thousands or even millions. Started by Envy escalated to a full-blown civil war. The Homunculi used the large number of deaths in Ishbal to create the Philosopher's Stone.
