I was on ultimate-guitar.com and some of the tab listings are Power Tab files and I was wondering where I can download it.
Plus, is it free or do I have to pay for it?

It's totally free, you can download it here
I prefer it over Guitar Pro, mostly because it's free. I also find that it's simpler and easier to use, not that Guitar Pro's much harder.
