I was curious if anyone knew the best way to collect the seeds. I was thinking of putting a bag or something around the bottom of it, but the plant is mixed into my creeping rosemary, and I don't want to smother it. So any help I get I would appreciate. Thanks.

my seed saving book just says that fennel seeds are easily harvested from the dry umbels.

Probably I'd say to just pick the seed heads as they form and find a place to let them dry.

I have been looking into seed saving this year and understand that you need to wait to collect the seeds until they are ready to drop off the plant. This way they will be mature and viable for growing. You should put a paper bag over the seed head and tie it round, then shake the plant and the seeds should come off. If they don't they are not ready.
As I say, I am a beginner, but that is the way I understand it.
Also, I have noticed very recently that my fennel plants have a couple of young plants around them that can be transplanted, so maybe seed saving isn't vital for these?

I am wanting to dry the seed for cooking, they have a wonderful licorice/anise flavor. But now that you that you mention it, I think I have heard of doing that with bags, for fennel and dill. Thank you for reminding me.
