Here is how it goes-
The rising is very important in astrology because whatever it rules, it's going to make that sign very important and that planet.
So yes my sign being rising in Gemini, my main planet is Mercury, which is in Leo so I am hardcore Leoness.

Alright, let's get out and explain the Rising sign.
Also known as the Ascendant the rising is the sign that appears at the eastern horizan at the time you were born. This is always in your first house which means that it shows how you appear and look like to the world and even how you act.

Aries Rising- Since Aries is the first house ruler already, this makes a very powerful rising sign. Anything with an Aries Rising would make the usually slow Tauran much faster than usual. Aries rising usually have a vibe of aggressive energy and send out a positive wave of firey emotions which people may be intimidated by at first.
Rules- Mars
So if your mars is the same as your sun then you are stronger in that area.
Clothing- Sporty clothing or Army like clothing. Something that they can run around in that won't tear or anything.

Tauras Rising- Tauras rising is the slower, down to earth sign that will make anybody appear boring or lazy at first. They may appear to rest or anything like that quite alot and refuse to change like a statue. But they will appear very sexy or like a statue, made in a way to please the eyes. They can slow down usually fast signs and their vibe is usually persistant.
Rules- Venus
So if your venus is the same as your sun then you are stronger in that area.
Clothing- Comfortable but sexy clothing, updated to the latest fasions.
They will wear more to their sense also so no funerals for them.

Gemini Rising- Gemini rising is also what makes slow signs faster, so they can usually challenge Aries risings. They think too much and their moods appear to be quite contradictive. They will adapt much easily and will be inquisitive but they live inside their heads alot. They may send out social vibes. But people may think they are psychopathic or schizophrenic since they seem to have no awareness of their actual emotions.
Rules- Mercury
So if your mercury is the same as your sun it is most strongest in that area.
Clothing- Nothing matches but still fasionable, they usually appear like circus ringleaders or surfer type people.

Cancer Rising- Cancer risings make even the most unemotional gemini signs... EMOTIONALLY disturbed. They are very gentle appearing people and may be pudgey or gentle. They are soft and caring but very difficult to understand sometimes. They send emotional vibes that may bring people to trust them. They do not think intellectually but emotionally. But it does not mean they lack intelligence though. It just means they are in touch mostly with their feelings and emotions.
Rules- Moon
So if your moon is the same as your sun it is strong but not completely changing.
Clothing- They try to wear clothing the same as the sun like the outer shell. But they appear to make homes out of the clothes.

Leo Rising- Oh awkward. You may be as warm hearted and as naive and trusting as a leo but you make your sun sign your actual self. In fact it's strong but makes even shy virgo very proud of their sign. You make your unique self with your sun sign and you send out confident vibes where your unique self isn't the rising but the sun sign. But you can't hide using your mane of hair when that makes you show your leo self. Naturally firey.
Rules- Sun
You can't doubt it, it can't be any different but if your rising is the same as your sun then you are very very leo like.
Clothing- Similar to what your sun sign would wear but nothing dark or dull but instead bright and warming. Your hair will be the most noticeable.

Virgo Rising- Another communicative sign. All to do with earthy critic. But also to do with the inner feeling of emotional stability (you have plenty) and your perfect world. You are the perfectionist, wanting to know about the subject so that you won't make any mistakes in front of people who think highly of you. This is fine but sometimes it can make you very upset when you make mistakes (like a human being) or even dislike for pointing out others. You give deep vibes and may enjoy reading fairy tale books or feeling like a princess even if you know it's never real. But it's perfect.
Rules- Mercury
So if the mercury is the same as the sun, it's much stronger then.
Clothing- Plain but very complicated sensual clothing. Nothing too noticeable or showy. Mostly to do with your interests at heart.

Libra Rising- The least powerful Rising that makes the least difference as a rising unless the other personal planets have a lot of Libran. The reason is to do with being accepted and harmony. Not for other people but for yourself. You may not be emotional but you do have that intellectual side to you. You may be strongest with a partner but may lean on them too much. Not as bad as a Libra moon but you may be much stronger sometimes on your own. You send out small intellectual vibes.
Rules- Venus
So if your venus is the same as your rising then you are a bit Libran. Actually it's hard to explain but if it's the same as your sun it's strong.
Clothing- They aren't the most fasionable signs. But they still can be able to look swarvy or presentable. Sometimes their fasion sense is comfort.

Scorpio Rising- Much more deeper than the usual. They don't live up to their sexual fantasies but they do have interest in it. They will find out the true meaning of somebodies intentions and will even tell their best friend about somebody. Unfortunately though, they can use this power to decieve people to gain an advantage in love or in friendship. They like to be in the upperhand. But that doesn't mean they are evil. Just dangerous. Scorpio risings give secretive vibes. Or Mysterious ones...
Rules- Pluto
So if the sign is the same as your sun or element, your sun sign is powerful.
Clothing- They usually wear clothing that suits the time period of the music they usually like. Also they wear clothing that is closer to how they feel.

Sagittarius Rising- These people usually look like archers in a way. They will have this philisophical way about them that makes them optimistic but honest yet rude. They are entertaining and fun but are searching for other adventures in their life. Sometimes it could be games, other times it's what they are studying. They can teach you all about the bullshit in their heads so long as you listen. (I love them really smile ) They give off optimistic but intimidating vibes of unfriendliness. They are really sweet people though wink .
Rules- Jupiter
If the sign is in the same sign or element as the sun then it is stronger.
Clothing- They wear clothing that makes them fun and cute but it can be anything they feel. Usually comfortable but moveable so no damage.

Capricorn Rising- Very serious yet fun. Capricorn risings are the type of people who can make so many jokes about things, can take most jokes but only if it's within their sense of humour. Some of them can be such a wet blanket. They make great friends but are busy growing up rather than being their actual current age. They fortunately give off friendly, confident vibes, but that is in the sense that they look like learners and people who are working constantly and appear to have little time for socialisation. This isn't true but it's what they sometimes give off. They can be very social. They just can be assholes sometimes or very serious about their work.
Rules- Saturn
If the Saturn is ruled by your sun sign then it is stronger. But even if it isn't it won't make too much differences.
Clothing- They wear things that they generally enjoy wearing even if it doesn't look fancy. Things like hoodies or tops that show off their favourite band. Nothing too complicated but still pretty awesome.

Aquarius Rising- They are obviously the scientific (subtley eccentric) people who seem to detach from people and focus on themselves a bit but still think of other people. (Weird) They are the mind bogglers, down to air that blows the earth people of the Zodiac. Their emotions aren't really... noticable. They can talk about their favourite subject deeply... or argue their point about another subject they don't care about. Basically they can be know it alls. They give off interesting vibes which can lead people to want to know them but they never let anyone in unless they know them well.
Rules- Uranus
If in the same sign as the sun, it makes only a small strong influence but not as strong.
Clothing- They wear clothing that makes them look presentable or smart... But they may still look a bit strange really because they just... are.

Pisces Rising- These people are the wishy washy, emotionally strange, huggable people of the risings. They don't make anybody any nicer but they still live in their heads and in emotion. They are the emotionally endulged risings. Since only my mum has a pisces Rising, I don't know what to say really. They are friendly and give off very emotional or intellectually confused vibes. People may think they are not that bright at all. But they are certainly creative in what they do. They have an attractive eye from abstract colours and may only base life on that... Only.
Rules- Neptune
If your sign is the same as the sun in neptune, it won't make too much difference.
Clothing- They wear to blend in. They usually wear things that look pretty in their eyes and try to in others. They might as well wear combat clothing to hide themselves so nobody notices the true them... if they know their true selves.

My rising sign is virgo, also. Iam very analytical in a way that I try to get down to the root of things. Sometimes I seem that I am taking sides or on the fence in arguments because I do this but I have no libra or aries and an empty seventh house. My sun is also in my third house(spooky ninja ) and I talk a lot, like to talk things out and speak well.

Sometimes I forget tongue tied and get my words mixed up so I take that as a sign that I talk too much. I also forget what I was going to say a lot

And I get confused easily (like what you just said)

My rising sign is virgo. I'm still a little confused about how the rising sign works.

but The rising is always in the first house of the self.
You may wear things that are similar to the rising.
So it's no surprise to see alot of your traits be seen from your rising.

Funnily enough, even though Virgo is an earth sign, they actually like the thought of mystical and spiritual things. Astrology is one of those things that they may believe in.
Even though I'm not a virgo, I do have a virgo venus and mars so it may be why I get interested in it in some way.
However, the scorpio moon, this may be why you are in this guild of astrology or even interested in understanding people from astrology.
