There are four main entrances, each guarded by a Gate Guardian. The walls are made of Lethality Stone, a material known to sap all spiritual and psychic energy when one portion is faced in a particular direction, similar to magnetic lodestones. The Gate Guardians stop any intruder(s) that try to get in. These are the only way to enter seireitei from rukongai.

Adam shunpo up the gate." I'm 3rd squad lieutenant Adam Strife. Responding to a request from Taku of squad 13th for a rapid deploy squad to be sent to the living world ASAP." The doors to the gate came open and a hell butterfly landed on Adam's right shoulder. Adam walk into the gate which shut behind him.
