So here's the basic idea that I thought of that might make them work: They can help stimulate an interest within the guild and can help keep people more active. Each medal can have it's own criteria. As a possibility, some medals can be awarded for a high standard of participation in events, or to the veterans who were in, for example, the Water War.
Of course, this is a very brief explanation, and I just I'd throw it out as an idea, so I'd be glad to hear what everybody, especially the crew, thought.

Also, an idea that just came into my head to promote more literate RPing: The RPer of the month sort of thing, wherein you are awarded the original medal and then can be awarded it "With Bar", and for each amount of bar you get, you earn a higher level of bar. For example, the three or four Bar levels could be bronze, silver, gold, and/or platinum. The awarding might go something like this:

To keep track of how far each role player has gone, there would need to be an official announcement wherein the year and number/level of bar achieved per person is recorded, along with the month and year it was won with.
If you figure the month version to too long, you could go for weekly or bi-weekly, but that creates a problem when we reach those weeks where nothing really happens at all. But then again, the purpose of this medal is to fight against them.
NOTE: The concept of Bar can be applied to any medal, wherein the person has received either more than once, or went far beyond the bounds of normal requirements, wherein there is no "Higher medal" to aspire to or receive.
