What kind of paper would be best for bookmarks that are going to be laminated? Would photo paper or cardstock work?

I'd say cardstock, personally. Photo paper tends to be a little flimsier and since you're laminating it you don't really need the glassy surface.

Some sort of office shop, like kinkos. Or, you could always purchase a home laminator. For the purpose of bookmarks, you could just get a business-card sized one and trim off the extra plastic!
