In the Starlight really is your best bet so it's unfortunate that they're closed, but if you can go up to 80 dollars, I'd suggest trying to buy one through the EGL community sales:

You can make a WTB/Want to Buy post for a petticoat and I'm sure someone will sell to you. I've bought both of my petticoats that way and they're fabulous [both offbrand; one was a squaredancing petticoat that I modified]. (:

Those things aren't even worth their asking price. =/ They're meant for costumes that get put out at Halloween that are much shorter than lolita skirts so they're not going to hold your skirt up to save your life.
There's a few other options for you, though:
Sock Dreams - I hadn't gotten to see one of their petticoats in person until recently, but their mid-length petticoat actually is pretty darn good for a light/starter petticoat. A friend of mine swears by hers and I wouldn't have known it was from Sock Dreams if she hadn't have told me.
Bodyline - They now ship overseas and some of their most reputable items are their petticoats. They hold up just about as well as more expensive brand petticoats, but are far cheaper.
