This is a large room that uses a combination of paper maps, tactical relief maps, holograms and actual terrain tables to run battles and simulations between groups of people, shinigami and hollows. This is where overall strategy is distilled into tactical orders to achieve a goal. There are computers linking the various groups together and this is where authorization comes from to release the limits on the Captain Level Shinigami when they are on Earth.

Akira entered the large room trough a classic styled japanes Door, with light engulfing his back. Setting foot onto the ground his eyes brought him to a state of awe. The large battle research facility optained amounts of Battle knowledge that even the oldest shinigami my not remember. The idea of gaining knowledge of all recorded fights of previous shinigami excited Akira. Just on the base that he believed knowing the past can give one the advantage of almost seeing the future." With this knowledge I could really ring myself far, but first lets get to my job." He found a seat after looking trough all files about the current squad members and captains of the 13 court-guard squads."Now lets see how I can beef up battle productivity...Hmm lets start with my own squad first then numerical order."

((This seems like a good thread for my character.))
Despite having sought the place for some time, Kenichi felt out of place as the air of the room engulfed him. It was a foreign smell to him. He was used to things that stood against time, things that had aged and been worn. He was a man of books and scattered documents. His heart was slightly hardened at the sight of the technology that filled the room. However unpleasant it might be to others, he sometimes preferred the smell of dust and mold. His thoughts came to a stop only to see if anyone else was in the room, not that he would care either way, but knowing your surroundings was best in any situation.

Toiling away in the holo-room Akira was examining his blade as he talked to himself. his min was filled with thoughts about the new captain of Squad Six. He wasn't sure if he could feel as inspired to surpass him as Kuuro or Ogato did.
"...Why do we need a new captain most of use are good by our sleves..lone tacticians who'll take any hallow with the gahonas to attack anyone of use." or may be i'm just BS'ing this one, but it sucks we have a new captain and I barely know the guy. you'd think he'd throw a mixer of some kinda party but were falling apart....."sigh."

Ogato strolled in room and when straight to the simulator. He seemed to be focused on this so he didn't noticed anyone in the room. As the simulator started he grabbed an old data file on a hollow and a current data file on himself. Once it was ready for operation Ogato entered the data and ran the fight simulation. The battle seemed to be difficult for him but ended with little injury.
He then edited the hollows data making it a arrancar. The arrancar's level was possibly much higher than his own and had a face from Ogato's past. When Ogato realized this he turned off the simulation. He gave a deep sigh as he leaned back as he said to himself, "I need to do some more research on that hollow and myself there must be something I'm missing because that face seemed familiar. Oh well, I'll look it up later."
He then took a nap processing this. As he sat there he began to snore and shift positions frequently.

 Daven opened the doors and strode in. "Everyone out. Captains, Vice Captains and Third Seats are the only ones allowed access to this area now." Daven watched as the place emptied. He turned to the guards at the door. "You heard my orders. This is a restricted access area now." He went over to the holotable and called up the tactical displays from the meeting hall, after canceling several running programs. He slowed down the playback and changed things and the way it was looked at. He looked at the playback several times to make sure that he understood what happened and how it occurred. He was pissed at himself that he allowed the being who used to be Buru to completely screw his society up.

Yamoto appears out of the shadow. In his hand he held a book which cover looked like it had just been rescued from a fire. "Captain if I may be of help." Yamoto watched the recordings as did Daven, he noticed right before the disapperence that arrancar seemed to glow a black color for an instant. Normally only the skilled eye could see as it was only for a fraction of a second. "Void."

Yamoto handed him the book, it was basic strategy book him had found a long time ago. "He is playing the classic trap tatic as soon as the main attack wave is through the gate and on earth we are all dead. I would do the same thing to kill my enemies. That is why I'm proposing, you send in us."

 Daven nodded. "Yes, it is a classic trap. I have no problem with sending in the Zaigou, but instead of directly attacking, I want the Zaigou as a group to guard the exits where the gates open. Reido blasts at groups of hollows will prevent swarms from achieving the entrances and then coming through to the Society. "Once those are secured, there are some gates in the noble areas that lead to different exits that I don't think our enemies know about. We can flank them that way."

Ryan didn't want to skid across the floor of the Sandtable, so he used shunpo to a point and then walked in. Walking over to Head Captain Daven, he also watched the review of the events. "So what exactly are we up against, sir?" was his only question, and even then he was solely focused on the events, trying to figure out on his own what had happened in that half-second between the declaration of war and Hogo's disappearance.

 "Honestly? I'm not sure. It looks as though he managed to super accelerate himself and took our comrades in that fraction. It couldn't have been easy. "The analysis from 12th says that yes, definitely he is an Arancar-class hollow, and that there are traces of Buru in there. I'm not sure how to separate them however. "So even with Aizen dead, we will have to deal with these creatures. Damnit."

Ryan nodded. He still only had a cursory knowledge of the machine, yet he thought he'd learn by example from the Head Captain. It did seem quite self-explanatory as to what the keys did though, as there was a small screen below the table (which displayed, somehow, in three dimensions) with labelled buttons. Ryan slowed the playback down again, trying to make sense of the timeline. "I don't know if acceleration of that magnitude is possible," he said. "The time is just too fast - I don't think even sonido can move that fast. It seems that everything happened in an instant - no matter how much I slow it down, one instant he's there, the next he's gone."
Tapping another button that appeared to put the playback aside, he found the tactical information (marked "Tactical Database") and displayed it, going to the section on the Espada. "We don't have much here on the Espada, who I assume from what I've heard in the past would likely be his main fighting force. In fact, we only have three listed," he said, pointing to the data on Triox, Temor and Torrik. "If Hogosha is choosing now to attack, he probably has a full complement of ten Espada, and probably more arrancar and menos below them. In other words..."
Ryan looked at Daven. "We're going into this one seven-tenths blind. Not only that, but, knowing Aizen, Hogosha will likely have access to records on all the Captains and lieutenants, probably seated officers as well. Hopefully not Zaigou, but we can't be too careful." And I'm damn lucky too. The enemy will go in underestimating me if they even know I exist. No one but Nagi should know what I did before coming here, he thought to himself. "We should go in assuming that the enemy knows of our capabilities and not hold back in a single fight on Earth. In short..."
Knowing it was unnecessary, that Daven likely knew what Ryan was getting at, Ryan said it anyway. "We should to remove all power limits. Immediately, or sooner."
