I'm pretty sure the Q-express is only at MTS2. So if it is down it is down.
These are the instructions for PC. I'm assuming you're on a PC and not a Mac.
You can download the rars and zips. For .rar you need Winrar which is a free program. The plus side is that winrar will deal with zips too.
When you download content, save it on your computer somewhere where you can easily find it.
Extract by right clicking on the file. If you have winrar you'll see "extract here." Use that to extract the files into the same spot.
All CC goes in the My documents (or just Documents on Vista)> EA Games> The Sims 2> Downloads.

You can still use Q-Express, believe me, it'll work.
Q-Xpress works two ways: Either clock the 'Q' on a downloads page on MTS2, or download it to your computer, then opening Q-Xpress, selecting local install. From here, you can choose a file ALREADY ON YOUR MACHINE, and then click instll. If it's in your downloads folder, it will install into the game. And for me, it installed the other files in my DL folder. Quite convenient.
This is the Sim Wiki page for Q-Xpress, with more info on a local install.
