NAME: Pagon IIDESCRIPTION: Pagon II is located within the Pagon System. The icy world is an L-Class planet with an oxygen rich atmosphere with smaller constituents of argon, and carbon dioxide. It is the second planet in a system of only three, and is on the far reaches of the habitable zone for any world. Chilly temperatures rarely get above the freezing point, except during summer, and then, only at the equator where it is warmest. LOCATION: Pagon II is located in Sactor D-16, not too far from other worlds like Arian IV and Beta Cestus III. There is a small rocky body called Pagon I orbiting close to the blue star in the middle of the system, but it is so small it barely classifies as a planet at all. An asteroid field sits between the smaller body of Pagon I and Pagon II, separating the two planets. The largest body in the system is Pagon III, a massive blue ball of methane with helium and hydrogen making up its composition. Pagon II is a lonely little ice planet. PEOPLE: There are no people to speak of on this planet, and as such, it is currently uninhabited and unclaimed. However, wreckage on the surface shows that there have been crash landings of spacecraft here, and preliminary scans note that the interior of the planet is still hot, allowing geysers of liquid water to occasionally erupt to the surface. Although the planet is not inhabited, it certainly could be colonized along the equator. CLIMATE: Pagon II is very cold. It is so cold at the poles that its atmosphere breaks down almost to nothing as the gases freeze. However, the temperatures near the equator stay around 32 degrees, allowing hardy souls to live here, as long as they can provide food for themselves. RESOURCES: Analysis shows that the interior of the planet is lined with rocky, icy caves. Within, deposits of dilithium ore and other valuable minerals can be found. Mining operations will have to be set up either in orbit or on the ground before these resources can be gathered. OTHER SYSTEM INFORMATION: The blue star in the middle of the system burns very hot, but Pagon II is too far away to be heated in any significant way. Pagon I is a roiling body of molten rock and lava flows as it is bathed in heat. Pagon III is massive, and has a large gravitational field. However, it is so far away that it does not make any significant changes to the system around it. The asteroid field between Pagon I and II has no real resources to be had, but makes an excellent place of hiding.

The Star Falcon exits warp just outside the system, Tene'cha nods for Mr. Young to initiate full scanning of the system as they pass through it. Approaching Pagon III, the sensor logs began recording...
Computer initiating " Pagon III, Size 150 EU(Earth standard measurement unit) Gravity: Eighty GU(Gravitational Units) Composition: Primary elements hydrogen-54%, Methane-32%, helium-14%. Climate: Average Temperature -100C, Wind Variances along equatorial region +25 EU, Atmospheric Composition- Frozen into surface Life: unihabited Resources: Negligible, none of value Additional notes: Unsuitable for colonization or mining prospects, should surface exploration be required, full environmental and gravitational suits required.
Computer compiling
Tene'cha looks over the data, and shakes his head. He had been expecting the planet would be unusable, but the margin stated, it would be suicide for any being save a horta to try to walk the surface. turning his attention back to the screen as the Star Falcon approaches the second planet in and waits as the computer once more begins recording.
Recording Pagon II, Size 1 EU Gravity: 1 GU Composition: Primary elements Iron nickel 78% Remaining elements 22% mix of Dilithium and various metals and mineral. Climate: average equatorial surface temperature 32% Temperature Variances for remaining surface between -3 to -30C at poles. Wind variances +120km at poles, +45 km approaching Equatorial region. Atmospheric composition- Within .05 earth normal. Life: unihabited Resources: Primary Dilithium, insignificant traces of other elements. Additional notes: Suitable for colonization along equator and in subsurface caverns, suitable for subsurface or orbital mining operations. Wreckage remains located scatted across surface. Recommendation of submission for registration. Computer Compiling
Tene'cha nods, his hopes soaring for this planet, on top of it's relative proximity to the Rebellion's home planet of Beta cestus III, it appears to be a suitable place for a secondary base, and, by the scans, it has a high level of Dilithium, as such, it would prove valuable for the rebellion's efforts. he turns once more as the computer begins again.
Recording Inner system Asteroid belt, Scanning for permiters requested... Scan complete, no detectable resources. Secondary perimeter of sensor and communication array locations located. Additional notes: Suitable for placement of defensive and or sensor arrays, suitable for placement of resource storage bays. Compiling
Tene'cha nods again, this would be a perfect place for a few orbital stations... He sits back as the Star Falcon slowly navigates through the belt, and approaches the inner planet. A few seconds later, the computer once more begins recording.
Recording Pagon I, Size .2 EU Gravity: .17 GU Composition: Primary element Iron Nickel 98%, trace non valuable metals 2% Climate: None, Atmosheric composition- none, surface temperature- +1200C variance on solar facing side, +500C variance on dark side. Life: uninhabited Resources: negligible. Additional notes: Unsuitable for colonization or mining operations, unsuitable for any surface exploration. Recommendation: place level II prohibited classification. Compiling
Tene'cha says, "Well done, now, let's get back to the Ferengi station. Sirur, transmit the data collected to the Deep Space 12 Colonization registration as Mr. Young finishes correlation." After Sirur acknowledges, Tene'cha sits back and waits.

The mighty Scythian Warship dropped out of Transwarp just beyond the orbit of Pagon III. Nohl ordered an immeadiate 'Deep sensor Sweep' for the entire system in the attempt to catalog the system so he could transmit the info back to the Homeworld.
"Commander! Ionization is present. Another ship has been here recently."
Nohl turned around quickly and looked at the crewmen who spoke up. "How recently?"
"Within the last 24-48 hours sir."
"Send out warning bouys. I want anyone who enters this system to know that this is a Scythian Territory.

The Star Falcon remains just where it was, fully cloaked in orbit of Pagon II, the data having been submitted nearly a day before the 'scythians' arrival, but the Star Falcon held in the system until the arrival of the rest of the rebellion fleet. Ignoring the 'ultimatum', since there had been no record of the 'scythians' having run an exploration of the system before making their claim, and thus, their boasted claim would be invalid.

SS Redemption. Terran Uprising Fleet. Commander Kelvinar Commanding.
There was a flash from the "north-northwest" part of the system as the SS Redemption came soaring into view from its Warp entry point. The flash of light from the warp sent out an aura of majesty as the silvery vessel shone a magnificent color. Its well kept and continual hull and systems maintenance was obviously evident on the ship. No scratches, scorch marks, or or any sort of deformity could be seen on the hull. It was almost like the ship had just come out of the production shipyard. Such beauty confined in such a small ship seemed rather odd. The two Runabouts even further added to the glory as they departed and raised shields in unison with their mothership.
But underneath the amazing exterior lay a battle hardened crew that had seen many battles and many engagements both in space, on ground, and in boarding parties. Every soldier on board these ships knew what death looked like and new it wasn't as sweet as seeing the same outcome of an enemy. Though they weren't bloodthirsty killers and would rather see life preserved, they knew very well how to take it. It was a beautiful mixture of outword radiance, and interior determination.
A hail would be broadcasted on all channels throughout the entire system. "This is Commander Kelvinar of the SS Redemption and Leader of the Terran Uprising Forces. This system has been claimed by the Rebellion. Your claim was not carried out according to the Federation Initiative Standards. Your claim is void." And the channel would close. All three new vessels were powered up with full shields and weapons.
Behind the three vessels were a series of other transport ships. A few were Freighters and some others had Federation insignias on them. Their shields were raised too but they flew in close to the other ships so that their shields overlapped and created an extremely close and protected location for them...

The ISS Rostov-na-Donu, a ship the size of a Sovereign class and just as powerful, raised shields and stood at yellow Readiness. The crew had fought six wars and the Captain, who was no stranger to warfare, Rehliato Nohl, hailed him. He was annouyed at his brash additude as if the so-called rebels stood a chance. "This is Captain Rehliato Nohl of the ISS Rostov-na-Donu. This System is not under the authority of the Federation in anyway shape of form. Leave this system or request resident visa protection. We do not require The Federation's special permission to lay claims to systems."

When the rest of the fleet exited warp and went battle ready, the Star Falcon moved out, remaining cloaked and taking a position for maximum damage effect should it come to blows. Captain Tene'cha sends a message to the Rostov, saying, "This is Captain Tene'cha of the vessel Star Falcon. Your claim to this system is invalid as you have not complied with required registration procedures set by the ruling government of this sector. I am more than certain you would insist on any vessel from this sector entering your homespace to comply with your rules and regulations as well, so it is more than expected you do the same while in this one. We, on the other hand, have already fully completed all required procedures for staking a legal and valid claim to this sector under federation law and regulations set in the colonization act." he waits a few more seconds, then says, "We formally request your ceasation of activity within this system and your immediate departure at once." He nods to Sirur, and the channel was cut, then he says quickly, "Contact the Ragnarok." Sirur gets to it, then nods when the channel is open... (posting comm in quadrant comm thread)

OOC Endeavor, Firstly, please allow me to apologize for this, as it is completely and totally my fault. I was in a daze the other night when I allowed to you claim the system without having first explored it yourself. The guidelines for claiming a system are on display for all to see, and it wouldn't be fair for me to allow you to stake a claim on the system without first exploring as everyone else was required. Secondly, your ship is certainly not as big or as powerful as a Sovereign Class. The Ragnarok isn't even as strong as a Sovvie, though it is rather powerful. I seem to remember telling you not to abuse your ship or its power. You haven't so far, but let me remind you not to let me see you doing that. I allowed you to create this ship as a compromise to a bigger problem, and I'd really rather avoid having it cause any problems in the guild, for everyone's sake. Cor and Cloak, I'd also like to apologize to you two for this whole event taking place. However, I can't take this system away from Endeavor after I already allowed him to have this system. He may not have gone through the proper channels, but that was due to MY oversight, not his. Thus, despite your exploration, I can not, in good faith, allow you to claim this system. However, there is another system I'm willing to give you for your troubles, and I'll give it to you without the exploration cost as you've already explored it in a sense. At least, Cor did a while back. Its even closer to Beta Cestus, though it isn't listed on the map due to a certain person making it RIGHT after I updated the map, and without my permission. Its called the Dunari System, and its located in Sector D-12. It doesn't have Dilithium Ore, but its packed with Gallicite. I know that Gallicite is currently the most worthless of the current possible commodities, but remember that prices will fluctuate, and that may not always be the case. Also, the Dunari System is RIGHT next to the Parsons Nebula and is full of plenty of places to hide within itself. In the long run, I think it'd be even better for you than the Pagon System. I hope that will be enough for you guys, and I really am sorry for all this. sad In the end, Cor and Cloak, I can offer you two the Dunari System in exchange for leaving this one here and with Endeavor. And Endeavor, the Pagon System is yours, but I'll not allow you to do anything else until you explore the system properly to account for my oversight.

Nohl prepared to stake his claim, officially, on the system. The ordered the helm to take him to Pagon III and to begin scans. They would be pretty much the same as the Star Falcon's scans.
MOD EDIT - Endeavor, please make your own scans, and do not copy what Cloak wrote. It isn't fair to take their hard work like that.

Ryugi Kazamaru OOC Its called the Dunari System, and its located in Sector D-12. It doesn't have Dilithium Ore, but its packed with Gallicite. I know that Gallicite is currently the most worthless of the current possible commodities, but remember that prices will fluctuate, and that may not always be the case. Also, the Dunari System is RIGHT next to the Parsons Nebula and is full of plenty of places to hide within itself. In the long run, I think it'd be even better for you than the Pagon System. I hope that will be enough for you guys, and I really am sorry for all this. sad In the end, Cor and Cloak, I can offer you two the Dunari System in exchange for leaving this one here and with Endeavor. And Endeavor, the Pagon System is yours, but I'll not allow you to do anything else until you explore the system properly to account for my oversight. and when will you be changing the pricing? as it is nearly pointless to spend that much time rl for pennies per load woth of material.

All the rebellion requires is the Dilithium from this system, so it would matter little to the rebellion if you claim this system, but allow us to build our facilites here, once they are complete and we begin shipping, the Empire would be paid as compensation for sharing this system fifteen percent of the mined material until you can build your own facilites. Does this sound like a reasonable compromise?" Tene'cha waits for the reply...

"Your proposal sounds adaquate. once we finish finalizing our rights to Pagon, you will build your facilites. The empire may require 20%, but this is uncertain and will require me to discuss this with the homeworld. For now, 15%."
