His name is Tim. You have to go to Clove's Villa. You should see a scene when your dog finds the entrance of the sacred land. (If you are trying to achieve Treasure Hunting 1, then NEVER talk to Dia. You'll just end up triggering Treasure Hunt 2.)

You need at least 16 bags of all the different seeds. And the horse that likes you the most (the one that you always brush the first) is the horse you'll get.
