Statistics
The characters will have 5 statistics, namely Rings:
Earth: Resiliency. Be it running, interrogation or persuasion, high Earth means you can withstand what life throws your way.
Water: Movement. Aglity and awareness of one's surroundings, Water deals more with adapting to conditions than resisting them.
Fire: Power. Persuasive, strong, witty, overbearing, someone with High Fire makes the world move as he directs.
Air: Freedom. Flighty or smooth, Air is about not being there, that way they can't hit you, they can't see you and they can't avoid you.
Void: Wholeness. The most mysterious force is not the building blocks of nature, but that which gathers all and ties them together. That is Void.

Characters are outstanding people. As such, any mundane task can be accomplished without much effort.
But feats of ability require a roll. When you want to do something outstanding, pick an appropriate Ring and roll dice (look to that "action" thing in your post page). Roll 1 6-sided die for every point you have in the appropriate Ring (thus, Fire 7 rolls 7 6-sided dice).
The higher your roll, the better your result. Harder feats require higher numbers, so please describe your action and I'll adjudicate success as the dice dictate.
High Rings also give you special abilities that no normal human can use. Those are Powers. There is no set list of Powers, so you can try to make your own, and it will be added to this list as the details are sorted out.
Powers also require you to roll dice to activate them, but you roll 10-sided dice for these, as Powers are much more effective than mundane training and feats.

Every story arc (read: major enemy defeated or trial passed), you'll be given 2 points to advance your character.
Every Ring but Void requires as many points to increase as you've gor in it. Thus, Earth 2 requires 2 points to increase to 3, Fire 1 requires 1 point to increase to 2.
You can't increase a Ring twice at the same time, and you can save your points for later if you wish.
Void is a special case, and its rating will be equal to your lowest Ring. Thus, Earth-9 Water-4 Fire-6 Air-2 character will have Void 2.

What does void do?
--> It's cool. No, really, it is!
--> Void governs (up to a certain point) all the other Elements and whatever that falls between them. While you may fuse into Earth and fly with the Air, outright teleportation falls in Void. Where your sword can be lit with Fire or splash frozen Water, slashing a man at the other side of a room full of people without touching the bystanders is pure Void.
How often can we use specials (with what you have given I see no reason not to be power hitting all the time)?
--> Yeah, that's the point.
--> Small stuff like triking harder is simple enough to do it endlessly.
--> When you get to "call a Tsunami to wash 5 km or shore", then you'll have to worry about how much does it take to pull those stunts.
