NOTE: For more information than I provided here, Wikipedia has an awesome section on Final Fantasy VII and Shinra Electrical Power Company.
The Shinra Electrical Power Company is located in the city of Midgar. Midgar is a large city, with a population well into the millions. The fortunate live on the top layers of Midgar, as Midgar has a circular plate, hovering over the ground. The poor are shoved under the plate, cut off from sunlight and forced into the lifeless dirt below.
There are eight reactors that give the city power. The reactors surround the city, and end up becoming the dividers for the eight sectors. The lower and upper Midgar are both cut into these sectors, eight total. These reactors use a resource known as mako.
Mako is a liquid green substance. If a person is submersed in it, they can become addicted to it, and it works as a poison. If an individual is exposed for too long of a period, they go into a coma, and there is a good chance they never recover. However, this mako which is found in the earth is an amazing replacement for dirty energy. Mako allows electricity to be given to everyone, as it's all over the place. The only fear is that the land around mako reactors seems to go dead.
Mako also creates orbs called materia. When used by an individual, these materia can cast magic, or give enhanced physical attributes to the people in possession of them. Clothing and weaponry can hold them, usually the clothing is in the form of armor as materia usually has very combative uses. Materia holds vast stores of knowledge, and by calling upon the knowledge people can wield magic. However, it is not that the materia is in the weapon, enhancing that or the armor. The individual must simply have a an item capable of funneling the materia's powers. Though the materia is in a sword or gun, the user may still conjure fire out of nothing, and have it consume his foe.
Shinra Electrical Power Company is the only group to have the technology to use mako reactors. Through this, they were able to create a military, and take control over the city of Midgar. In time they overtook their entire continent. After they took their continent, they moved on to the second of four major continents. Recently, that war was won. Shinra is now trying to keep the insurgents down, while going after the final continent worth anything: Wutai. The Wutai continent holds to their traditions and refuses to see things the way Shinra does. Shinra claims that the Wutai have started unprovoked attacks on Shinra employees in the area, and Shinra plans on doing something about this. As new Shinra employees, you will assist in keeping Shinra running smooth, and in time you will assist in bringing the Wutai into the fold of a better, mako energized, future.
Shinra has brought about many other technological benefits as well. They have brought around internal combustion engines, making vehicles possible. Recently they created the submarine, granting them naval superiority. In Rocket Town, they are attempting to build and launch the first space ship. The Highwind is an airship that they recently finished, a larger aerial vehicle than their already existent helicopters. These are only a few of the wonders of Shirna.

Mechanics of the Game
1. Premise 2. Making a character 3. Skills 4. Jobs 5. Materia 6. Rules
1. Premise First, I want this to be fairly free roaming. There will be a job posting board, and from those, you can pick up jobs to do on your own. As a whole, though, you will end up wrapped up helping Shinra with the fight in Wutai. For those who know the story, I have no qualms deviating from what actually happened. However, you will start out on little odd missions here and there.
Second, I do not plan on keeping strictly to the storyline of Final Fantasy VII. Perhaps the Wutai war won't go so well, or perhaps an insurgence in North Corel will uproot the mako reactor. Maybe you'll help them. In the end, though, Shrina has some very big guns they can call in, and in truth there are very few forces of nature which could bring them to their knees. Their best SOLDIER, Sephiroth, I'm pretty certain could be struck by lightning multiple times, stand up, and heartily laugh at the turbulent skies. Even multiple first class SOLDIERs have an issue fighting him. But trying to bring about change is a difficult task to begin with.
Third, I want this to be a little like writing a book. You don't need me to tell you what's going on. I just set up the premise. Unless you face someone important or you're outnumbered, you just kill them. Make it dramatic. If you need to use internal reflection to make a post longer, go for it. But make it as if you were writing a part of a book. Also use literary elements, like flashbacks and metaphors. They're fun, I promise.
Finally, this has been a major learning experience. If you have ever tried to explain something you love, it's very difficult. You know everything already, and you have to remind yourself that the people in the audience don't know it all, nor can they read your mind. Most of you have likely never played the original game. If you saw Advent Children, materia really wasn't talked about except for a few very short moments. So, there have already been major alterations in this, and there will likely be far more to come. Anyway, on with the show!
2. Making a Character All characters should be PM'd to me with "Shinra" in the title. Here is the outline:
Gaia User: Name: Age: Job: Skills: (More on this later) Equipment: To start you receive a weapon for your skills (a gun for Firearms, and a melee weapon of choice for Melee) and the armor of your group. Anything else and, well, you'll work hard for your money. Materia: (More on this later) History: (Include where you were from. There are plenty of online sources to find cities in the Final Fantasy world, otherwise make some place up. Please remember most people have family and friends. Try to remember them. It gives me something to play with, and it gives a character more depth.) Personality: (This isn't how you seem to the outside world. This is what you are. Be direct.) Physical Description: (If you do include a picture, please also write a description, even if short)

3. Skills You have a list of skills you are capable with. This shows what you can and cannot do, though as long as you have the skill, it's fair game. Jobs start out with certain templates.
Skills are always being readjusted. I will try to keep it fair, and give people extra skills, or allow them the chance in a short rp to get the skill, if they think they were shorted. If you do think you're shorted, and I don't contact you, just ask. New skills end up becoming created if I notice that there is an aspect that's incredibly important to the world, yet it's under a very general skill, or I just notice something in the games I hadn't noticed earlier (like prosthetics).
Skills List Drive: Ability to use cars and the like Firearms: Ability to use a gun Explosives: Ability to make things go boom, whether grenades, flash bangs, or C4 Heavy Weaponry: Ability to use large scale weapons, such as rocket launchers, artillery, and other incredibly large ordinances Knowledge-Ancients/Cetra: You know about the Ancients and a little bit about their history Knowledge-Culture: You can work your way around other cultures easily and pass yourself off as a native Knowledge-Biology: You know the concept behind living organisms and how to make them tick Knowledge-History: You know past events, generally through an academic education Knowledge-Jenova: You know that there is an Ancient called Jenova that was found 2000 years ago, and she is being used in experiments Knowledge-Robotics: You understand the principles of AI, and how to utilize it in a mechanical body of all sorts Knowledge-Mako: You know how to use and process mako into materia and you understand mako addiction and poisoning Knowledge-Mako Reactors: You know your way around a mako reactor, how it works, and how to fix or break it with finesse. Remember, without the knowledge of Mako, you really don't understand how it works, you just know how to make them work (yes, they're just that important and huge) Knowledge-Prosthetics: You know how to put prosthetic limbs on people and how they work Knowledge-Robotics: You understand the principles of AI, and how to utilize it in a mechanical body of all sorts Knowledge-Science: You understand physics, chemistry, and other scientific principles Knowledge-Shinra Technology: You can fix and set up computers, power line, and most other lower level Shinra technology Knowledge-Weapon Technology: You can make, fix, or modify neat weapons and armor. Materia: Ability to use materia Mechanics: Ability to put together and take apart any vehicle Melee: Ability to use hand to hand weapons such as swords Net Diving: Ability to put one's consciousness into networks and explore them in a much more hands on approach than most net users Pilot: Ability to use aircraft and boats Ride: Ability to use chocobo or other mounted animals (but really what else do people ride in Final Fantasy?) Spying: Ability to be sneaky, infiltrate places, and get important information Unarmed: Ability to fight without a weapon

Special Skills Mako Infused: SOLDIERS are the only group to have this, unless you can convince a very talented scientist to do the procedure on you IN GAME. It gives glowing eyes and also the ability to get past being human. They jump higher, run faster, hit harder, and overall can do really neat things. Ancient/Cetra: You are one of the remaining Ancients, giving you powers in the same way Mako Infused does. THE STORYTELLER WILL DEEM SOMEONE FIT FOR BEING AN ANCIENT. DO NOT ASK TO BE ONE. Jenova Cells: You were given Jenova cells. This has to be done in game, but it gives the same powers as above, a touch of insanity, and Jenova's voice in your head. Again, please don't ask me if you can have Jenova Cells. In fact, unless you have Knowledge-Jenova, you don't even know they exist.

4. Jobs Currently people can be SOLDIER, Security, or scientists. If you want to strive to be a Turk, fine, but the application better wow me. If it doesn't, you're not in, end of story.
Each group has a template for their skills. Some of the jobs are given the option to choose skills as well. These skills reveal what you're capable of. If you don't have the skill Materia, you can't use materia. If you don't have drive, you don't know how to operate a motorized vehicle.
As you do missions, you will be able to pick up more skills, along with materia and equipment, so your starting character is not the end all for skills.
Below are the descriptions and skill sets for the different jobs. Refer to the skills list above for any skills and their use, along with picking other skills.
Science Departments Shinra, with its budding technology through mako and other forms, has an incredible need for new and upcoming scientists. There is a very large Arms Development Division, along with Materia Development Division. Other divisions attempt to explore space to tell us what may be out there, or some investigate the human body and how to unlock the mysteries held with in. All of these branches work in both the labs and out in the field in order to assure quality.
The labs are on two levels, both of them looking fairly similar. The major labs on either floor are connected through an elevator that only travels between the two floors. There is a large specimen chamber that is at the back of either room, with a catwalk leading up to it. The catwalk is only a couple feet above the ground in either case. The chamber is an elevator to the first and second laboratory floors, so that specimens can be loaded on one level, and brought to the other level. There are also many simulation machines in either of these labs, allowing for the more squeamish lab rats to do their testing in the safety of the Shinra building. On top of that, because of the large work load the scientists have, there are several boxes and crates with new and old material that must be looked through at some point, along with some failed theories that they just didn't want to get rid of quite yet.
The two heads of the science division consist of Hojo and Hollander. Both generally take up the main facilities, and working under them is a privilege. Both are working with manipulation of life when put into contact with something known as Cetra, specifically a sample they named Jenova. However, their work is highly dangerous and experimental. More than one scientist went in as their assistant to be brought out horribly dismembered. Since they are the heads of the science department, and they are getting the most funding, most of the other departments work in significantly smaller labs. There are just as many boxes, the nice, sterile, white rooms, but it's a good deal more cramped. Most divisions like field testing for the extra room.
Any who join will be given a key card and ID badge with access to their allotted labs, a fine white lab coat, and access to a few of the perks that come with Shinra, such as the showers and bunk beds for those late nights.
For scientists, there is a general template, and then there are department specific templates. You can possibly get into a department without all the skills in their template, but they would expect you to be working on it.

Arms Development Department: They work specifically on developing weapons for human use, such as guns, rocket launchers, and other weaponry that requires a human component. Firearms Knowledge-History Knowledge-Science Knowledge-Shinra Technology Knowledge-Weapon Technology 1 Other Skill
Materia Development Department: They attempt to create new materia, along with perfecting and understanding old materia. Firearms Knowledge-History Knowledge-Science Knowledge-Shinra Technology Knowledge-Mako Materia
Shinra Security Department Shinra Security Department was mainly created to keep the streets safe. They were originally founded in Midgar, but as the influence of Shinra expanded, so did Shinra Security. They are currently found in all major Shinra locations.
They are given a blue uniform with a metallic helmet. The helmet has three glowing sights, allowing the wearer to see clearly. They are also issued a rifle and nightstick. Their training is lighter than higher military entities in Shinra, but they are also given fewer responsibilities.
Security can also be brought along on missions to assist SOLDIER or the Turks. Usually they are just expected to stand guard on such assignments.
Skill Template Unarmed Firearms Drive Pick 2 Skills
SOLDIER SOLDIER is the cream of the crop for the Shinra military. There are three classes, with first class being the highest. Third class SOLDIERS are new recruits, though they are still trained to be tough. First class SOLDIERs make the women swoon, and it's a goal of many youths to attain the nearly impossible post.
No matter what class, SOLDIERs do a lot of traveling. They end up on the front lines, dealing with the hostiles countries or the most volatile insurgents. They go on the missions no one hears about in order to stop terrorist cells no one knows exist. They are the elite of the elite, and by second class, they end up doing quite a bit of classified work.
SOLDIERs of first class are given blue, sleevless vests, with matching cargo pants. They also have combat boots and helmets, though not as fancy looking as Security. They are given one pauldron. At second, they are given blue clothing, and at first they wear black clothing, two pauldrons, and really their look becomes their own in a little time.

Administrative Development Department (aka: Turks) Turks are the secret service of Shinra. They kidnap, assassinate, infiltrate, recruit for SOLDIER, and protect the president of Shinra, President Shinra. They wear suits, go dangerous places, and are given some leeway on the morality of their decisions, as long as they get their job done. Their missions are just about always classified.
There are very few Turks at any given time, and very few people can get in. They are the elite, but their eliteness goes into their attitude and how they can handle situations, not simply their ability to take out a target.

5. Materia WITHOUT THE USE MATERIA SKILL, YOU CANNOT USE MATERIA AND SHINRA WILL NOT GIVE YOU MATERIA
Materia may also only be used on one target without the support materia, All equipped to it. All only works on magic or green materia.
First, Materia is made from Mako. Materia ends up being the secrets of the Ancients/Cetra rolled into a small glowing orb, which the person who possesses it can release. It levels up to become stronger the more its used, allowing the materia to access deeper secrets. When it becomes strong enough, it can even split into a second materia. Materia must be placed in an item that allows the power to be channeled, such as a sword, or armor. When this is done, the caster can use it at will, dropping ice on foes, or causing the earth to shake with but her will and a little magic power.
There are five categories of materia. Green materia, or magic materia, consists of fast casting magic, whether it does damage, heals, or causes status effects. Red materia, or summon materia, unleashes beasts on the opponent, such as Odin, Chocobo, or Leviathan. Yellow materia is called command materia, and it gives the user abilities such as stealing, jumping dragoon style, mimic, and other combat maneuvers. Blue materia is support materia, which enhances other materia. It can cause materia to be cast on all your enemies or allies. It can enhance the use of materia, or give weapon or armor elemental properties. Independent materia is used to enhance the user, such as increasing the punishment their body can take, boosting their strength, and so on.
There are so many different kinds, I'm not about to list them all here. These are the green materia which would be available through Shinra.
Lightning: Deal Lightning elemental damage (Bolt) Ice: Deal Ice elemental damage (Ice) Fire: Deal Fire elemental damage (Fire) Earth: Deal Earth elemental damage (Quake) Restore: Cure a small amount of health (Cure) Heal: Cure poison (Poisana)
All materia becomes more powerful with time. Heal eventually can cure conditions. More materia will become available through Shinra, or by finding it through missions.
In the store, slots will be shown under the weapon as O. O O O means three slots. O-O O means three slots, two connected. Connected slots matter if you have support materia. This will matter more later.

There was speculation of foul play, but the authorities decided not to look into it. They were able to maintain their lifestyle after her death, but his father was never the same. Elgar was too young to understand death when it happened, and he grew up relatively normal. His father sent to him to one of the finest schools in Midgar. He received an excellent education, with which his father hoped Elgar would join him in science. However, Elgar craved action, excitement, and adventure. During his schooling, he would train himself physically so he might join the SOLDIER program. His father allowed him to test new firearms, so he naturally favored them. After his schooling, he devoted his time to training. Personality: Elgar has taken a variety of psychological tests and he has not been diagnosed with any abnormalities. He considers himself to be an above average person. He is analytical, comical, social, and passionate. He is the type of person that can start and maintain a conversation with just about anyone. Elgar enjoys combat, specializing in stealth and evasion tactics. Elgar can be arrogant at times, mostly in social situations, but he never allows it to affect his combat skills. He has a lot of pent-up anger, which he keeps to himself, and he has never lost control from years of self-training. If he ever uses it during combat, he tends to become more accurate, focusing his hatred upon a single target. Physical Description: Elgar stands at 6'2" and weighs 176 lbs. It was his friends idea to join the science department and make a career out of his hobby. His family was pleased he'd stop going down to the dangerous lower areas. Since joining the department he takes every chance to travel and gather tech from other areas. Personality: A fairly relaxed, easy-going person. Alex toils away at his desk, reviewing the software code for the tracking sensor he was working on for that auto-targeting system he was developing, "Crap! I can get it to lock on but why won't it hold the lock when the target moves?!"

Elgar Biggs sat on the bed in his room, tinkering with his assault rifle. He wanted to become as familiar with his weapon as possible.
"This weapon is... okay. The weapons Father allowed me to test were far more superior than this. They must not issue such advanced weapons to the 3rd class SOLDIERs."
He paused for a moment and then chuckled.
"I thought my father's reputation would grant me a higher rank. He has done so much for Shinra."
He placed his weapon next to him upon the bed.
"I just need to show this organization that I have unlimited potential."
