They are by Kira Imai, an illustrator who has done work for Angelic Pretty, the Gothic and Lolita Bible and others.
A few others you may be interested in:
Black Lolita Society
CLOSET CHILD
Be warned, both of these groups have a good amount of not-safe-for-work artwork as they do doujins.
You can find some of their work on Pireze.org, as well, such as CLOSET CHILD's G&LB/Fashion Magazine style artbook, Cotton Garland.
