o stands for online so no... You can only use private servers offline I think, don't know much about them though.

You can't make progress on your online character, but you can download and run a sandbox server on your computer without internet, though they are hard to set up.
I recommend Diablo II.

You can, actually.
Except, not with your online characters. If you have your own private server (not owned by someone else, and hosted by you), you can play an almost limitless, albeit glitchy, offline version of WoW.
There will be no other players so yo can't PvP or raid, but it's good for exploration or practising a new class. You can edit the amount of experience you receive from kills, so you can level pretty quick, or you can go the alternative root and instantly become 70, or higher. Although it's easier to just level quick so you can get used to new skills individually.

Each two levels (1-60) and each level (61-70), you learn a new skill, or upgrade your current skills. Private servers that give you instant 70, buying a 70, and buying power-leveling to 70 may give you bragging rights, but that's about it. Having a 70, you have all the skills you obtained from 1 to 70. That's about 55+ different skills. How do you expect to learn 55 different skills all at once? With a private server, you can turn up experience gain, and level at your leisure. You learn a new skill, you practise it, and unless you're an incredibly slow learner, you've got a handle on it by the time you can learn the next new skill. Before my off-line private server was broken by 2.4.3, I leveled quite a few classes to 70. Because of my experience with walking in the shoes of several classes, I know what they're capable of, know where they are vital in PvE, and can spot when they make a mistake. This doesn't really help in PvP because there is no way to experience PvP on a non-public private server, and you cannot practise boss battles, but it does get you used to all the different classes and their skills. I don't, in the least way, support online public servers. Many of them are instant-70, which means unless you rolled the same class/spec as a 70 you have on retail, you have no idea what you're doing. I also don't like many of the people who play private server. However, setting up your own private server, keeping it offline, and using it for exploration purposes can be beneficial. You will no doubt run into glitches along the way, but my bad experiences with a private server have been minimal. Leveling with boosted experience gain is a quick way to get the feel for a new class. Although I wouldn't recommend doing it unless you have gotten to at least lvl 60 on a retail server, since you should already be used to how the game works by then.

It doesn't matter if you go 50xs SLOWER than retail. If there's a bug that makes Whirlwind not work for warriors, than you never learn the skill. In fact, it breaks a spec. You don't learn everything, and that developes bad habits.

IIDX GOOOOLD I knew a private server where you could wear boot slot items on your head probably you didn't clear your cache and you were seeing a boot as a custom item for a head slot. that or the dev made it like that. ^_^ iolol - it doesn't matter. if there's a bug on it, then when you get to retail, you experiment a little bit, but atleast you know the basics to the class you're playing, hit stealth as a startoff for rogues, charge is good, and so is intercept, how to stance dance, etc. so private servers help a ton, unless you haven't played one you wouldn't understand.
