This website has many different form letters to send to your representative in Congress.
It will even look up your reps. and e-mail them your letter.
Please please please take the short time to go here and send your opinion to Congress to help fight this bill.

That is a spin in itself.
The bill is written in a dangerous way is the problem.
It doesn't define what 'due diligence' would be in searching for the original owner of the copyright.
It isn't the idea of the bill that is upsetting.
Ideally it is a good idea, but it is set-up in a very very dangerous way.

Googling the bill number gets some decidedly decent information.

for example:
http://www.govtrack.us/congress/bill.xpd?tab=summary&bill=h110-5889

It does concern me somewhat, given that certain nefarious organizations masquerade as charities and religious organizations and thus would be exempt from punitive damages, but overall even if it does pass, I'd say one good lawsuit would bring the house of cards down.

I figure the easiest way it could be destroyed utterly is if it passes and someone claims a Disney-owned property as 'orphaned.'
Ergo, lawsuit of mass destruction.

I find it fascinating that international copyright violations don't gather as much attention in the art communities.
