are there any free programs out there that have anything to offer that photoshop dosnt??
if so, please share with me, cause i use photoshop 7, and am not rich enough to upgrade, and i want more features, because ive mastered photoshop things by like... 75 % or 65%, (for my style and use of it anyway) anyway. you know what the question was xD;;

Well, hmmmm... i cant offer a 'free' programme, as in... legitimately free.
But i can advise a programme called Artrage 2.25, itsa strange programme. Its mmm... All the media applications are and act like real media e.g the oil paint brush, the paint looks lik real paint on your screen, literally <<...
I use it all the time now i couldnt quite get into PS or CS.
The free trial of Artrage lasts forever but some of the items are locked, the full version only costs $20, but its possible to find it through other means.

Open Canvas [OC] is a great program about the size of your favoite MP3, and is very user-friendly; it's geared towards tablet users allowing you to even calibrate on screen. Free and pretty easy to use as well.

Where do you find OC? As of right now, I'm filching PS off of my friend and that doesn't go over so well with my parents (considering...)
