Not running, not in a hurry? The girl must be trying to act natural. Very well, so will he. He, of course, being the man holding the sniper rifle.
Pulling his head away from the eyepiece, he slings the weapon up onto his shoulder, shuts the tripod, and more or less vanishes from his vantage point on the Passerby's rooftop.
From here he moves to a new location, occasionally checking on Lyta's position while simoutaneously taking lengths to remain undetected.

Lyra kept heading towards her location she had been given. She was still unaware to her follower.
At a crossroads, she looked around. Lyra was unsure as to which way she was to go but a shrill phone ring made her answer. "Ly, its Cal. Turn left."
Turning left, she broke into a slight jog. She had started to feel, well she didn't know exactly, but she thought someone was starting to follow. Not looking back, for she knew if she did, could be the last time she did. She needed to get to this location, wherever it was. Ducking into a nearby building to catch her breath, she looked out from one of the broken windows, hoping to see her follower. When Lyra felt it was safe again, for she did not see anyone who resembled him, she set out again at a brisk walk.

As he moves along, idle thoughts drift around in his head. Where is she going? Who keeps calling her on the phone? Does she have a boyfriend..
Now wait a moment, that's not something he should be thinking about. The man shakes his head, pinning himself against a wall and peering cautiously around the corner. Oh.. So she's jogging now? Hm, well at least it's good exercise to try and keep up.
So then, a lot of cut corners and slinking around will follow. As his target disappears from view, he begins to wonder if he's lost her. Mmph.. Well that's no fun. Does she know he's out here?
..oh yes, peering out a window!
He pauses abruptly and crouches near a trash can, his black suit providing a silhouette indistinguishable from the garbage bags nearby. Very close! He should really be more careful or at least not follow so closely.
A light sigh passes his lips as the girl settles down and moves on. So she isn't just a blue pill.. No, no pill would be paranoid enough to hide in a building. Reaching for pepper spray, maybe, but none of these evasive tactics this girl is using.
A rebel? Hoo! Maybe.. but who cares? His superiors would probably ask him to perform surveillance on the girl and gather information about her 'underground activities' rather than to follow her around like some gun-toting peeping Tom.
He continues his pursuit, idly waiting for her to reach her destination so that he can set up another sniping post.

Lyra's fingers had curled round one of her daggers from her wrist. The same feeling of being watched had come over her again.
Getting out her phone, she called Calum. "Cal, it's Ly. I have this really bad feeling that I'm being followed. Any info if you can?" she said.
"Hm.... I'll get back to you on this one. If you are don't head to the location," Cal replied.
Putting the phone back into her pocket, she ducked into a shop. Looking round the shelves, and occasionally out the window, she waited till the shop was nearly full before leaving via the back exit. Running down an alleyway, she hoped that she had lost him.

A frown crosses his face as the girl ducks into a rapidly-crowding store. Oh lovely..
Very well then, time to cruise to a new vantage point. In retrospect, it might have been easier to let her go and simply pick someone else. But.. Well he's followed her this long, why give up now?
So instead of doing the logical thing and getting back to work or picking someone easier, he plots out a new method of tracking the girl. The tails of his suit jacket disappear around the corner of a stairwell rising up through the levels of a nearby factory. Sure the door had been locked, but did anyone really think someone would invade a colored pencil factory through the second story windows?

Back on the roof again. Hm.. How many points of escape are there? Front door, back door, service door.. Ugh.. Three paths and only one of him. Tonight isn't looking too happy. He casually takes a jog toward the edge of the roof, leaping from it to an adjacent building and continuing to advance until he can see the shop more clearly. Is she still inside? The sound of running feet answer that for him as he glances down and notes her running down the alley just beneath him.
Groan.. No way in hell will he be able to set up in time to take a shot at her. Instead he shifts his jaw, dons a thoughtful expression and glances down the alley to see where she's headed as he steps out of sight and crouches down on the blacktop. Does he really want to shoot her? Well.. Maybe before, but she's rather good at running.
Has she earned the anonymous sniper's respect? His objectives change ever so slightly from shoot to kill into shoot to scare. That is, of course, if she ever stops running..

Lyra didn't stop running. She knew that if she did, they may have picked up on her trail. Pulling her phone out, dialling the usual number, she hoped that Calum had got a lock on whoever was following.
"Operator," Cal said.
"Cal, its Ly. Any info?" she asked, breathlessly.
"Not yet. Still looking. Oh and btw Zion have been on. They want you back at base," he replied.
Lyra swore. "Why when I've got some idiot following me and when I got a meeting shortly. Oh well, guess the meeting will have to wait. Exit?" she replied, turning sharply to avoid a oncoming bike.
Once she heard the answer, Lyra hung up, shoved the phone back into her pocket and headed down another alleyway.
Turning another corner, Lyra stopped dead.

It's somewhat annoying to try and track someone on foot while toting a large weapon on your back AND trying to remain undetected by the general public and whatever senses this girl might have at her disposal. Very annoying in fact!
Ah yes, but his one-track mind doesn't let him give up just yet. He sees her hand at her ear, assuming she's calling someone yet again. Huh. Well it's no question now, she's got to be some sort of Zion operative.
Oh right, spaces between buildings. He jumps across one, nearly having jogged right over the edge due to his distraction. Good lord, is this woman going to run forever?
Briefly, the sniper lifts one of his own hands to his right ear, tapping a small codec nestled inside it. A map crosses his right eye, delivering the whereabouts of any public payphones in the area. Oh boy.. Lucky him, there are about five within a 60-foot radius of this very location. She could get away easily!
With a desperate huff, he pauses at his current roof, stepping to the edge as he watches her turn one final corner. It's right next to a populated street, taxis are still running even at this hour. There is a payphone close by, everything is well-lit (except the alley of course), and so it makes getting to her nearly impossible.
He would take the rooftop route, but the distance between this building and the one the girl has run behind is a major intersection. There's no way he'd make it..
The sniper stands there for a solid two minutes, watching to see if she'll come back out. And then, finally, he turns around and walks off. So then, it would seem that he's been outrun (at least for now). Lyra has gotten away.
