Actus reus-an illegal act. The acuts reus can be an affirmative act, such as taking money or shooting someone, or a failure to act, such failing to take proper precautions while driving a car.
wiki quotes the ancient phrase actus non facit reum nisi mens sit rea, which means that "the act does not make a person guilty unless the mind is also guilty"

Of what noun did you get Reus? The only thing that comes to my mind is Res Rei meaning thing. Or is it an idiomatic expression?

it's just another form of the latin word.

I understand the morphology but reus isn't there. That's why I'm wondering if it's idiomatic. I may be wrong. I just remember the reus isn't in the res rei paradigm.
