Completely lost on this one... how do people upgrade? Is it a matter of mesos, the type of weapon... what? .3. I'm lost...

Like, the NPC upgrade stuff ?
e.g ; The lvl 15 thief claw is able to be upgraded into steel titans with steel plate, leathers && meso. (:
It's just items (etc items), meso && the item you wanna upgrade.

Do you happen to mean the job advancement thing? If that is what you mean, you just go to the first NPC who advanced you in the first place. (e.g. Grendel the Really Old for Magicians) sweatdrop
