I haven't seen Partners in Crime yet, so THAT'S WHY I'M ASKING THIS QUESTION.
My question is this;;
Is Partners in Crime to the episode in which Rose returns or not? Because I've seen the short video on the Doctor Who website, and I'm confused now.
If it is, I shall proceed to watching the full episode online now. If not, I shall wait until the 18th when it airs in the US.

Rose is in the episode, yes. but you might wait until they air it in the US anyway.
