the new update on the webpage plus the bulletin announcement on MCR's myspace has a image of a concert with a burial area with a thin cross with the statement "The Black Parade is Dead! coming soon. is it a new record?

Nope. It's a CD/DVD set.
It's live, an entire concert in Mexico and the CD is live versions of all Black Parade songs.
