Rediculous. Absolutly stupid.
I work in IT, and I know IT and the IT infrastructure very well. It is impossible to prevent anonymity online. I mean, I'm lazy and refuse to use proxies unless I have to, but doing is easy. Not only that, hi-jacking another person's server and posting as 'them' constitutes the same thing as posting Anonymously.
Rediculous.
Not only that, it's impossible to enforce. How are you going to charge people in China or Russia? All the servers will just move to other countries, and give the USA ISP's the finger.
