You don't want to make a clan and/or squads of the clan through people's "specialties". Why? The difficulty of making sure there are an adequate number of players in your clan at any given time, or the right people on at the right time.
But that's not even half of it. You've also got to get some form of cloat under your belt. Bing a level 50 anything doesn't give you cloat, it gives you a clunky number. You need a "social status" throughout the Halo community. To do so, you need more than a rank. A well-designed, constantly updated, and beautifully crafted website very prior to even getting an outreach for players.
If you really want to start a Clan, join a Clan. A big clan. A helluva big clan. Then get your outcroppings from there. From there, hell, you may even get sponsored. Micro-Points bought for you so you can put your Clan's acronym in front of your GT like the KSI, PMS, and BHI clans out there.
For now, just get a group of people that are usually on at the same time that you play, play with them in matchmaking and Custom Games, befriend their friends, and when you get a large number of people that you already play with(especially Custom Games), then you can make them into a miniature clan.
Hunting for people with "specialties"? You're barking up the wrong tree.
