Akarui Metsuki, or Akaruigan: Randomly inherited trait of the Reikon clan, keeps everything in light for the possessor, also has several other traits and jutsus unknown by most
Kumobunshin: Creates clones out of precipitation in the air
Raika: Summons lightning to strike somewhere
Akaaka Furea: Enormous flash blinds everything in the area, can also be held at length to douse everything in light for a time
Ikazuchi Hirate: User charges hand with electric chakra and attacks (Yes, I know, it's a chidori basically...)
Ikazuchi Arashi: Summons a massive lightning storm in the area, controlled at will
Hikaku Kasumi: Draws mist to the area, making eyesight useless

Bio: A young boy with a massive IQ. First possessor of the Akaruigan in over 700 years. He exercises his mind at a constant rate, turning everything into a puzzle. He does not enjoy physical exertion and thus looks very frail, weak, and pale. Enjoys the endless possibilities of genjutsu and is creating new ones all the time. Genjutsu is his main weapon of choice, but resorts to his above techniques if he feels necessary, using them in unison with his illusions. He ended his father's life after his father's mind was taken control of by a criminal ninja who planned on taking over the village, and was then given the position of Kumokage by a unanimous vote in the village. His mother still watches over him, and is extremely overprotective. Though he leads the village well, he is deeply pained at having had to kill his father, and is in constant wonder of thinking up a counter-jutsu for the technique used against his father that he could not counteract against in time. This is especially difficult, because he has no idea what the technique used was, and has no idea of the appearance of the one who tried to overtake the village. He is sure, though, that he is still out there somewhere...
