I have short hair like that too, just longer on the sides and the back than all of the rest (I would just say, pretty much like Miyavi's hair). It's really layered.
But, I think you would look great with Alice bows.

I've seen a lot of really cute lolitas with short hair to be honest. You have to pick your hair accessories to suit you, just like anyone else. Personally, I think short hair looks best with side bows or hair corsages [especially contrasting flower corsages or smaller bows], but I've also seen girls with short hair absolutely rock head-eating Alice bows.

For large images like that one, could you please use a URL/Link instead of showing the image tag? It's a bit of a page stretcher. ^^;
Also, in general I'd say that that's probably not strictly an Alice bow. Generally, Alice bows are more fabric than lace and have more structure than the bow you are wearing there. I'm really not quite sure what you'd call a bow made out of lace? In general, if you're making most of your own accessories and clothing at this point, I'd say follow a pattern for something that's already been done so you can get the basics down, rather than experimenting right away with new materials.
There are several tutorials for hair accessories in the sewing subforum and I'm pretty sure that many of our members can help you with any questions you may have.

I think it dosn't matter what style your hair is for lolita, as long as its young and cute looking. I dye my hair lots (Its currently a mix of pink, blonde and purple) and i still dress lolita.
