i haven't watched it so i wouldn't know...
here's a summary for people who are curious;
A mysterious mugging happend in Tokyo. Tsukiko's testimony is really doubtful, so she is suspected to have commited the crime by herself.
Soon after, the next victims appear, they always involve a young boy with a baseball bat, wearing golden rollerblades.
Who is he? Who's his next target?

And I disagree. The ending makes a lot of sense if you think about it.

The ending was weird, but it sumed up everything. That series was toooo weird and confusing. Go Chief's wife.

It started wierd but by the last three episodes, the series starts to make sense. And the chief's wife was awesome.

The people who got hit would be parodies of character from other shows, and the ending would be like Excel Saga episode 26.
