ok uh so i realized what i had before was a total piece of crap so i fixed it ye and now idk what to do with the hair it's funny it looks like a wig right now fufufu any suggestions, tips?  o yeah and if any part of the face needs fixing or whatever dont hesitate to point it out i know you wont lmao

You want it to not be manga? You need to start using non-manga ratios on the face then. Make the eyes the shape of a real human eye. Same for the nose. Give her a chin. Move the eyes in. Shorten the nose. Move the mouth up. Try laying the head out by drawing the basic skull underneath to help you make it look more realistic.

You totally gotta look at a real face. There just isn't a way around this.
A book on drawing faces couldn't hurt, though.

bahhhhh that's why this is practice~~~~~ someday i will be able to draw something that doesn't look like a cartoon character ye

I agree on the skin tone looking red, but I don't think it looks manga If your personal style is encroaching on manga and you don't want that, then work more from actual references but idk Personally I really like your style as it is now, I think as long as you don't adhere to the whole manga stereotypical style manga elements are very design-based and rad

i fixed it up uh and about the redness, my photoshop makes things way greener than they appear when i look at them online so my sense of color is way off and it's pissing me off because i can't figure out how to fix it. but i don't think it looks too bad now

It does look a lot better. Consider upping the contrast, and don't forget to give her eyebrows.

Her eyes look a little weird to me because of how much pink on the inner eyelid you can see on her lower eye. It kind of looks like she is a little sick. Tone the color of pink down in there to help that.

It's MILES better
Her eyes lack a bit of depth, I'd re-do the iris's... removing the blurry edges of the pupils and adding a flick of dark brown in them to give them depth. I agree with hansma that the lower lids look like they are drooping a bit. I'd also lower the top lid, most people don't look so attentive/wide eyed all the time.
So far you have a kind of global light source that makes her look a bit flat, if you are feeling adventurous I'd pick a direction and give her face some shadows. This can be a really fun thing to do in a layer over the top (so you can keep the original features underneath) Don't forget to shadow under the hair/neck if you doo.
A massive jump from the last time I looked at this! <3

That's a lot of improvement indeed. Her jaw's very masculine, just pointing out.
I would think there is way too much pink in her eyes. The tear gland is the pink "thing" that appears on the inner corners. There is no tear gland on the outer corners. Along the edge of the lower lid to the outer corners, it is the skin of the lower lid that appears, and therefore it has about the same hue as the skin. It might look pinker because of the contrast with the black lashes and the reddish retinal vessels, but it's not pink as pink as the tear gland. The eyelashes are likely to cover the outer corners.
Do not forget to drop shadows INSIDE her eyes. Eyelids and eyelashes also have shadows. The eyes get drastic depth with them. Also, if the light source meets the eye, draw its reflection and don't forget: the cornea's convex. Treat each eye individually, and depending on your light source, don't forget the shadow of the nose and the base of the frontal bone above the eyes (skull).
