'Kage's Tower' is not literally a tower, but is called such because it is a few stories above the building around it, and therefore towers over them. A great line of a desk sit's infront of these windows, and the recipent side of them usually consists of Jounin and or Chunin ranked shinobi. Though it is the GetsuKage who chooses the rank of the mission, and to whom it's assigned, it has been the Jounin and Chuunin who has distributed them

However, a foot or so of window is on each wall, offering a hawk's eye view of the Getsuei and the River. There are no curtain's on the window's, which is explained by the fourth GetsueiKage, "To conceal no secret's from the people, nor of the people." The wall's are white, and on either side of the Kage's grand oak desk are two big book shelves. A few plant's are in each of the corners, and the furniture consists of a sun bed, a few padded chairs, and there's a fire place behind the GetsuegiKage's chair.
